U Padre Street is a strategic bicycle path for riders heading from Douro to the center of Pilsner. Right here, just outside the city bus stop, where brands order cyclists to dismount from their machines and about 50 meters of bicycle lead, a police patrol appeared at 7:30 am.

 

The flashlight with a red light in his hand in a reflective jacket is uncompromising for cyclists. He must stop. “It’s a big surprise, at first I did not even understand it was for me. I never checked a policeman while riding a bicycle, “says Jana.

 

The policeman stopped her, for she did not light the front white light when she was driving. She had a mounted bike on it. Cyclist apologized. She thought she did not need to shine on the cycle path. The rear red light was on when driving.

After a conversation with the policeman, the white light switched on, the police spokesman Hanna received all the stops of the cyclist’s reflective tapes, and the cyclist, with the agreement of the police officers, went on his way to work.

 

One hundred crowns for missing light

For the first hour police officers fined two cyclists who did not have the lights on the wheels at all. “This is the first time I have to check my bike. It’s one of my last rides this year, I buy the lights in the spring, “said a young man who paid a hundred-crown fine for his bicycle without the rear red light.

 

After Pilsner they are not afraid of cycling because of their cycling routes. “Maybe it’s done well here around the main move from the center of Pilsner to Prague,” says Marot. Why did the police focus on cyclists right now? The night is lengthening, in the morning it is about seven o’clock, when many people begin to shift, the night is dark about eight o’clock.

 

Vaclav of BESIP says bicycle lights along with reflectors and reflective clothing elements are now vital to cyclists as well as pedestrians. “Even an ordinary white plastic bag highlights pedestrian drivers for 50 to 70 meters, reflective garment items will alert the driver to 200 or even more meters,” warns road safety specialist.

Reflective safety clothing for Cross-country

They are made of flexible hard reflective material (it is not cold and fast drying) and have a sophisticated cut, especially in the area of the knees and thighs, which makes them perfectly suited, they do not roll anywhere. In the back of the legs there is a zipper that makes them better dressed.

 

Plus, there is a small internal key pocket, money or handkerchief to solve the unpleasant question of “where to go”. Minuses are the absence of a larger zip pocket, but the pants from the new collection have already. The evening runs are definitely not reflective tapes (for H & M typical) that extend across the length of their thighs. The only downside to my trousers is in the lower saddle – after a longer run, the trousers are slightly down. Not that they fall, but somebody may not be nice. Leggings from the new collection are now higher and can be pulled down on the string.

 

The shirt with a long sleeve and hood pleased me most. It is produced in two color variants – gray-pink and gray-black with a batik pattern. (These colors go through half of the current collection.) Sitting perfectly on the body, but not too tight, the sleeves are long and fitted with a hole for the thumb (ideal for winter-wise women). The hood is the ideal solution if you feel cold when running. You do not have to wear a hat with your hood to replace it well (when it does not fall off your head) and whenever you can take it off. The material is very pleasant too: soft and thin, slightly soaked on the underside so it is pleasant but not hot. He also sweats well and dries quickly.

 

The reflective vest can be dressed in a t-shirt or in the winter in the wind. Clearly the most varied piece I’ve enjoyed many times on a bike, cross-country skiing or on a trip when the weather changed. Its greatest advantage is lightness and storage, easily put into your pocket or kidney. It’s made of soft polyester with a soft finish, so it does not work “plastic” and it does not blow too much in motion.

 

Relatively well protects against bulging; Stronger winds penetrate the fabric, but it can be more when running (and with regard to sweat drainage). A slightly looser cut allows you to wear your waistcoat even over your sweatshirt, while the extended length of the back will ensure that it does not “reach your kidneys”. The bottom hem is also rubberized, so the waist keeps on the sides and does not climb upwards. The front has a reflective strap across the length of the zip and reflective headband, a smaller reflective tape and a spacious pocket on the back. It goes hand in hand with the phone without bothering to jump from side to side. The mesh fabric on the back is swept away where it is most needed at the run, and the vest does not stick to it on the back.

The police will give the seniors reflective bags

See and be seen. A well-known rule for car drivers is also valid for all pedestrians. If outside the village they will move under reduced visibility, visible reflective elements must be visible. If they do not, they are facing a two-thousand-dollar block penalty.

 

The relevant amendment to the Road Act has already been signed by the President and will start to apply after it comes out in the Collection of Laws around mid-February.

 

What is important, however, is that reflexive elements will not be mandatory at night only. The resulting version of the law stipulates that pedestrians must “light” also at dusk, fog, snow or more rain, even in the day.

 

The law does not say how the reflection element should look exactly or what the minimum size should be. “It is not so important for police officers to choose a specific reflective element for pedestrians to make them visible in road traffic, but whether the purpose has been achieved and the pedestrian is visible for the other visitor visibility,” says Police spokesman Josef Boca.

The size matters

 

According to Romano Boesky of the Road Safety Team, however, the reflection area should be large enough. “As a minimum, I consider the dimensions of a high-quality reflective tape, which is to be placed over the wrist, or even above the ankle on the side facing the center of the road,” according to expert studies, pedestrians with reflective accessories placed on moving parts of the body. The luminescent points react roughly three times before the reflective surfaces are statically located on the hull, “explains Boesky. At the same time, he appeals to a suitable color, for example, worse experience is with white tapes. Walkers with a white belt, though, fulfill their duty, but the drivers are less responsive to them. “The figure on the roadside can easily blend in with a white horizontal traffic sign, its role is played by the white color of public lighting or headlamps of anti-traffic vehicles,” Boesky says.

 

Project “We See”

In the beginning, the pedestrian police do not want to scare off and hand down fines. In cooperation with beside, policemen launched the project “We See”, where patrols are handed out free of charge to reflective vests or tapes. “If a traffic police patrol shows a visually impaired pedestrian who moves directly on the road, the need to be seen, “says Boca.

 

In the first phase, 100,000 bands were handed out and this year the police and the Basic workers give out another quarter of a million tapes. “At the same time, we received fifty thousand reflective bags for seniors,” adds Boca. Bags and tapes are paid from the damages fund managed by the Czech Insurers’ Bureau.

According to her, there are tragic accidents that could often be avoided if people in dark or dark were sufficiently visible from afar. In the case of pedestrians, hand-reflexes can also be helpful.

The event takes place between 7:00 and 8:00 in the morning.

Children have reflective tapes for safety

Of course, there was no computer here. Scholars in the program became an imaginary car that was passing by in the shade of unlit people walking down the road. The mice then assigned them reflective elements.

Drunken glasses

 

Adults could try their drunken glasses again. They simulated the state of human blood circulating between 2.5 and 3 per mile of alcohol and, in addition, they should pass through the cones. However, the movement had problems with the participants. Not only the cones have sometimes dropped but also missed them.

 

“I can see now that every profiles with a man waves well and I do not wonder why drivers sometimes get drunk when the drunk is making an unexpected step,” said Douay. In action, except the reflective tapes, parents also advised on how to properly secure child seats and how they should fit themselves in the car.

The policemen control “invisible” pedestrians and cyclists

The police officers returned to the preventive event. Pedestrians and cyclists have warned of the dangers that are imminent if they are not visible to the driver. They advised cheap and spectacular aids and also distributed reflective tapes.

 

“We have populated places especially in the outskirts of the city where there is no public lighting or people are walking along the roadside. Very high movement of people is also in the morning or evening hours around the manufacturing plant in the industrial zone. Many go from the surrounding settlements on foot or ride a bicycle, “said Petra, with the fact that now the event is over. From now on, in the course of their day-to-day work, policemen will check the places where the law imposes an obligation to have reflective elements. And here he sees the stone of the accident.

 

“It is very unfortunate that the obligation to be visible in the darkness is only visible on the roads between villages. Paradoxically, there are only three places in our cadastre that are not too busy. On the contrary, there are many sections in the peripheral areas where the lighting conditions are poor, the sidewalks are missing and many people are moving along the roadside. In my view, such places should be captured in the law, “adds Gallic.

 

The policemen in reflective vest have been going on for several years in education to raise awareness among pedestrians and cyclists. How they are at risk when they are not on the road because they wear dark clothing or do not have the prescribed bicycle lighting. “When we started with this program more than four years ago, few people were visible on the roadside,” says Petra.

 

Still, some seem to be implausible. “We have examples here when a citizen takes a reflective tape, thanks and when we go back, we can see the dark silhouette on the side and the tape is hidden in the bag,” Gallic shakes his head.

 

Experience shows that few adults, in particular, are certain to see the driver. Wearing dark clothing, cyclists do not have any mandatory equipment. Some even ride without a main light or reflector. It is much better for children, because manufacturers have been using reflective patches or threads for years. Police statistics show that tragic collisions of cars with pedestrians or cyclists are increasing in the winter months.

 

Two-thirds of pedestrians’ deaths on roads are reduced in visibility. The lights of the cars also contribute to this. The driver is concentrating on the lights of anti-tank cars and does not feel the pedestrians who are inadequately dressed. In order for the driver to be able to react in the dark in the dark, blue or gray clothing in time, he would only have to fly forty.

 

A flashing or reflective ribbon is recommended at dusk, as well as runners, pedestrians or skaters in the parks, and we appreciate that the blinkers also use riders at dusk.

He gives away reflective tapes Instead of fines

The amendment to the law, passed in early December by MPs and apparently starting to apply in the spring, will allow police officers to punish walking without high visibility vest. In the administrative proceedings, the pedestrians will face a fine of up to two and a half thousand dollars. Instead of sanctions but patrols, people will talk and distribute reflexive tapes and bags to keep the law from breaking.

 

The next year, which walks to the next village to the beer pub and walk the police on a road without light, reflective vest or other visible element on his hands or feet, he will not automatically receive a fine automatically.

 

Police Chiefs, following talks with Transport Minister Dan, chose instead of sanctions and bullying rather to educate them. Patrols bring 150,000 distinctive yellow-green reflective tapes from the BESIP ministry, which will be distributed to invisible pedestrians for free. To wrap them around their ankles or wrists and see they next time.

 

“We will be giving out reflective tapes and at the same time we have received about fifty thousand reflex bags for seniors,” said police spokesman Josef.

According to the amendment to the law passed by Members in early December and apparently starting to apply in the spring, police officers may be punished without visible clothing. There will be a fine of up to two and a half thousand dollars in administrative proceedings.

 

Mandatory reflective elements were immediately found in the Chamber of Deputies at the hearing. They argued above all that the police would get another tool to restrict freedom and bullying. Transport Minister Dan, however, rejects such criticism.

 

“But the law was not written in order for the police to bully people and to impose additional fines, and we want the pedestrians to realize the road safety that if they do not see they are threatening themselves,” said Dan.

People pull out a cell phone instead of the reflective tapes

While the reflective element has the property that reflects the light from the car, the flashlight and the cell phone cannot. “Any light, whether from a flashlight or a telephone, is losing in the light of the car,” said Tomas, spokesman for the Transport Ministry.

 

“In order to fulfill what the law wants, but in order to protect its security, it needs a reflective element. And, of course, it is necessary to behave on the road according to common sense, “added the spokesman.

 

The advantage of the reflective element in comparison with the flashlight or the phone is that it cannot be discharged. In addition, its purchase is cheaper.

Many people do not even buy a reflective material on their own. For example, it gets from the police or BESIP. They are also present at various exhibitions, fairs or sporting events. Since the beginning of the year, people have received 15 thousand bracelets and by the end of April BESIP plans to give another 100 thousand.

 

The pedestrian can see the driver 200 meters away

The unlit pedestrian in black or dark outfits is dangerous because the driver usually only sees it at a distance of 18 meters. If it drives at about 70 km / h, it has only a second to respond. Yellow clothing is visible at 37 meters, white at 55 meters. But even that is inadequate.

 

On the contrary, the pedestrian with the reflective element sees the driver even for 200 meters, thus having enough time to adjust the ride and avoid him.

The tapes in the villages did not work

 

But pedestrians are often not seen in the villages either. However, the law does not regulate the wearing of reflective elements. “We originally proposed to have to wear under certain conditions in the villages as well. But the proposal at the Legislative Council of the Government failed, “said Tomas, transport sector spokesman.

What is important, however, is that the law is valid in the most risky areas, which are the sections outside the village, because the cars are driving fast and the street lamps are not lit, people without wear safety vest on road is dangerous.

Police have got new safety vests

The police introduced a new part of the uniform – reflective vest. They have two designs, reflecting mainly on traffic police and dark blue mainly for police order. New vests allow police officers to have their “mobile office” in their waterproof pockets.

 

Blue vests were given to the police about three days ago. A hundred samples will be tested by police officers in Prague, South Moravia and Moravia-Silesia. The reflective design was tested for three years. Approximately half a year is already used by the traffic police. “We currently have 2700 pieces,” said Michal of the Directorate of Traffic Police.

 

Dark vests differ from reflexes. They also have additional buckles for attaching a micro camera or an extra pocket specially designed for a mobile phone. There are also pockets for pencils, blocks, radio, gloves, knife and other accessories.

 

“Previously, these things were carried by the cops in their pockets, which limited them and did not look good. Now they have virtually everything, such a mobile office, “said police Chief Martin.

 

The police wanted not only to boast new safety vests but also introduced them for people not to be surprised and did not ask whether they were actually police officers. This has also happened in the past when a new gear was introduced.
