Police forced to use outdated bulletproof vests

Brussels some have been for more than two years and their ballistic resistance is no longer guaranteed.

Polemic within the Midi police zone, which covers the territories of Anderlecht, Forest and Saint-Gilles! According to our information, members of the staff of the Anti-Crime Brigade (BAC), sort of special units of the federal police but at the local level, use daily Class 4 bulletproof safety vests, the most resistant, for missions which are attributed to them. But it comes back to us that all of these bulletproof vests are out of date since last year.

When a vest is out of date, it means that the structure no longer guarantees the safety of the officer because of several factors including humidity. “Result: the impacts are much heavier which leads to an increased risk of bruises, bruises or fractures of police intervention,” says Alain, police advisor of the Midi area, who arrested the police college.

But that’s not all. The 21 staff members of BAC Midi Zone use a kit to transfer Level 2 inmates, considered dangerous. “Despite the increase in level 2 prisoner transfers that LAC staff members have been facing for several months, they have only one kit, which led them last year to borrow material from the federal police to make the transfer of detainees in the best possible security conditions for them and for the prisoners concerned who must also wear these reflective vests, “adds Alain.

Only here, the class 4 bulletproof vests that are in this kit are also out of date since … 2014. The parties were therefore forced to make their own makeshift repairs to make the vests operational.

On the side of the Midi police zone, we recognize that problems have occurred in the delivery, but that the situation is now in order. “We ordered 30 vests last year, divided between the different police services,” said Marie Verbose, spokeswoman for the area. “In addition, an order was made for 80 additional chasubles that were delivered last week and will soon be distributed to BAC staff.”

The Midi police zone is a candidate to be a pilot zone to equip some of its personnel with tasters, these electric impulse guns. The information was confirmed by the spokesperson for the area. An idea that had already been proposed by police advisor Alain: “This non-lethal weapon sends two electrodes that release a discharge that temporarily blocks the nervous system and briefly immobilizes the affected person to allow the police to intervene and proceed with his arrest “, commented Alain in safety clothing, police advisor in the Midi area, who arrested the college.”These tasters would prevent the police from having to use their service weapon to ensure their integrity while guaranteeing the safety of those arrested.”

Safety equipment was handed over to Comorian fishermen

The first batch of safety equipment for safety at sea, intended for the fishing communities of the Comoros, was handed over to fishermen last Monday in the premises of the National Directorate of Fisheries. The handover and reception ceremony was conducted by the vice-president in charge of the Ministry of Fisheries.

This equipment, totaling 21 million Comorian francs, disbursed by the World Bank, consists of 70 global positioning systems, 140 lifejackets, 140 waxed, 140 pairs of gloves, 225 hand-held fires, 75 smoke, 150 parachute flares and 70 mirrors. Tools are that will improve the daily working conditions of fishermen and promote the culture of safety at sea.

On this occasion, the Vice-President stressed that these materials will meet the regulatory imperatives and, taking into account the economic difficulties of the sector, the Comorian government has made the fisheries sector a national priority in the process of emerging country by 2030.

Abode in safety clothing said that this safety equipment at sea is very useful because the fishing sector “contributes 8% of gross domestic product (GDP) and provides 32,000 direct and indirect jobs”.

The Resident Representative of the World Bank in the Comoros, Rasht Petrel, argued that this equipment, intended for Comorian fishermen, is among the results of the Cores project which ended on April 31st. This project is being replaced by another named Sailfish, the first project of governance of fisheries and shared growth in the South-West Indian Ocean, said the Resident Representative.

As for the Commissioner in charge of Agriculture and Fisheries, Amada Vises Ali wears the safety vest, he said that “our sinners must take their responsibilities because for the Comoros to be an emerging country, we need the contribution of each of us, all categories”.

Bulletproof vests and heavy helmets for firefighters too

It is the air of the terrorist time, the violence of the moment and the national direction of the civil security which advises it. Rescue services are encouraged to equip themselves more heavily for their own protection. “We do not have any equipment obligation,” says Lieutenant-Colonel in safety vest. “The national doctrine does not impose, it recommends. But it is hard to imagine a director engaging his workforce with nothing “adds the crisis management specialist. The Moseley subscribes and follows in the footsteps of the departments that crossed it before it which, unlike others, did not have to host matches of the Euro 2016 football that precipitated the application of the measure.

In detail, three Magellan rescue centers, “where three teams of six men per guard, plus one nurse,” were trained, will receive personal protective equipment (PPE). A pack consisting of a level 3 ballistic helmet, without reinforced visor like that of the police or gendarmerie. “It does not work on a victim.” This explains the preference of the SDIS for a splinter mask that “looks a bit like ski goggles”, illustrates Christophe Retinoid. “The extraction (of a victim, Ed) is physical. We made the choice of lightness and practicality. ”

After the head, the body will be dressed in a reflective vest (four, in front, behind and on the flanks), of a ballistic level 4 (resistant to ammunition of war). Black with a red flocking, “it is not very visible, but enough to identify us in the field. We are on sites where many orders and where tight tactical coordination “involves knowing who is in action. At this added weight, lifeguards add lighter accessories like knee pads and cut-resistant gloves. Finally, the staff will also have on them a tourniquet to pose oneself on a member or that of a wounded comrade.

It is necessary to extend the list with the collective equipments like rigid trays and flexible stretchers on which the victim is strapped and that one can tow a few meters with a cable to put it in the shelter. The radio exchange system integrates earpieces for communication as discreet as effective in a noisy environment. “We are on agile devices to be reconfigured permanently,” says Christophe Retinoid. “We have always adapted.” Trained to the nuclear, radiological, biological and chemical risks (NRBC), the reliefs add a mention “terrorism” which pushes them until the paradox of being equipped like police forces to assist victims.

The adaptation of the equipment to circumstances led the Department to open an envelope of 50 000 € for the purchase of new safety equipment. The market has been launched according to precise specifications and the rescue centers concerned should not be long in coming. “There were a lot of things we already had,” says Lieutenant-Colonel Retinoid, SDIS 57. The bill is therefore limited. At the same time, the SDIS has increased the so-called “Damage Control” training with its staff. An effort launched for eight months and continues to teach the greatest number of firefighters.

“Even though we changed air with Charlie, the trigger of conscience,” the Bata clan had an influence on how to operate, said Lieutenant-Colonel Retinoid, SDIS 57, as Nice did too and as the next attack will likely bring a new evolution in how to intervene in risky contexts.

The importance of the lifejacket

A few days before the beginning of the summer season, the Atlantic Maritime Prefecture wishes to recall the importance of the lifejacket. “The safety vest saves life”. Here is the message that wants to pass the Atlantic Maritime prefecture a few days before the beginning of the summer season.

“Since the beginning of the year, on the Atlantic coast, the sea has taken away several lives of seamen, professionals or boaters, who have fallen into the water without a lifejacket. Without a lifejacket, the chances of survival are very low, even if help arrives quickly on zone “, explains the Premark in a statement published this Tuesday.

No deaths with a lifejacket in 2016 and 2017

“As the summer season kicks off with a strong increase in water recreation, the Atlantic Maritime Prefecture is reminded of the importance of wearing a safety jacket or PFD (integrated buoyant suit). “, she adds. In 2016 and 2017, no person who fell into the sea and wearing a lifejacket lost his life.

In its communiqué, the prefecture also reminds some safety instructions: “to prevent accidents: check equipment and safety equipment, check the weather, tidal coefficients and strength of currents, do not overestimate its capabilities “,” to be an actor of his rescue: to be able to alert the rescue: VHF (VHF 16) or telephone (196: direct number to the CROSS), have informed his family of the expected time of return, do not leave alone and have a crew member to give the alert, to be able to wait for help: wear a lifejacket or PFD, be seen: wear brightly colored reflective clothing and equipped with warning equipment for the night (flashlight. ..).

A policeman locked up for stealing five bulletproof vests

A security assistant from Nantes is in prison on suspicion of stealing sensitive materials from the police station in order to return him to a city in Nantes. This is a case that has been carefully kept secret for a good week. The police in Nantes arrested one of his families. A 26-year-old security assistant suspected of stealing five bulletproof safety vests, tear gas and even a secure radio. He was indicted and detained. In the corridors of the central police station, stupefaction is in order.

The story is first of one or two vests that disappear, several weeks ago, from the secure room where they are stored. It’s a room that opens with a magnetic badge. We do not enter as in a mill. If they were not lost, then it was someone from “home”.  Departmental Security investigators set a trap to confuse the unscrupulous policeman. They placed GPS tags on the remaining vests. Bingo: a vest on which was a snitch was embarked. The investigators only had to follow the digital signal. They called this colleague on August 30th.

This Thursday, this young man who presents himself as “fragile psychologically” has presented to the room of the instruction of Rennes a request for release. On the bottom, he recognizes the flights. He claims to have handed sensitive reflective material to a man in the Clops Thoreau district, south of Nantes. One way, defends the policeman, to avoid pressures that offenders of the city would impose on members of his family.

The investigation is nevertheless far from complete. Was the security assistant able to receive cocaine in exchange for his services? This is a question, raised before the investigating chamber on Thursday morning, which will have to be purged.

This young policeman in reflective vest has already made a lot of talk about him. Never outlawed, he has already gone to Discipline Committee. But this bodybuilding enthusiast also distinguished himself for his good and loyal services. He had participated in the rescue of a mother, savagely attacked by an unbalanced armed with a knife, in Raze, spring 2016.

Driver license, safety vest and warning triangle for car

It is not enough to have your driver’s license, insurance certificate and registration certificate to be in good standing. Are you driving in a car? Check that you have a fluorescent safety vest and a warning triangle, which are required in the event of an accident.

And no question of letting your vest in your trunk, “The driver shall wear a high visibility vest when he is required to leave a vehicle stopped on the road or its surroundings following an emergency stop. Handy, “says a decree of 29 September 2008. The warning triangle must be positioned thirty meters from the obstacle to be signaled. “The obligation to set up the triangle does not apply when this action constitutes a manifest risk of the driver”, nuance the decree of September 30, 2008. Nothing specifies the place where should be the triangle of signaling when you do not need it.

You risk a fixed fine of 135 Euros -90 Euros in case of quick payment, in the absence of this equipment. If Article R. 234-7 of the Highway Code requires drivers to “justify the possession of a breathalyzer, not used, available immediately”, nothing sanctions it. The spare wheel and the repair kit are not mandatory. Rest assured, you do not need to have a warning triangle… especially if you do not have the necessary storage space.

The reflective vest is mandatory, whether you wear it or it is stowed. The driver of a “vehicle with two or three motorized wheels or a motor quadricycle without bodywork must have this vest on him or in a storage of the vehicle”, approves article R. 416-19 of the Code of the road. Wearing the helmet -with a chinstrap closed-is mandatory, as is the seat belt. You expose yourself to a withdrawal of three points and 135 Euros fine. Your helmet must be homologated and must have four retro-reflective stickers.

Approved gloves are also needed. In case of forgetfulness, you expose yourself to the withdrawal of a point and to 68 Euros of fine -or 45 Euros if fast payment-. Cyclist, you must have a fluorescent vest. The port is mandatory out of town, at night or in case of insufficient visibility. Children under 12 must wear a helmet. In case of non-compliance with this obligation, “adults carrying or accompanying children may be punished by a fine provided for the contraventions of the fourth class” (a fine of 135 Euros reduced to 90 Euros if you pay right away).

Your bike must have lights, yellow or white at the front and red at the back. A buzzer, which can be heard at least 50 meters away, is also necessary. In case of absence, you risk a fine of eleven Euros.

The SNSM – a 50-year-old alert with orange vest

The 50th anniversary of the SNSM (National Society for Rescue at Sea) drew the attention of the general public to all media. And, despite the regular spotlight on his regional training center, present here for over 30 years, some still learn his presence among us. “Many people were surprised that they were told that we were settled in Saint, the other week, during the civil security day, on the Place du Vegan,” says Vincent Milhaud, one of the trainers, also a military instructor. “Another event is our pride: the invitation of the President of the Republic to the presidential platform, July 14, with our 30 orange vests“. Like what, President Trump’s puff was not the only orange mark, in official rostrum.

Currently, every week-end from September to May, 18 young people, like every year, take a training of about 500 hours in sea rescue jobs, which include, in addition, 3 trips at sea. Many qualifications have the assurance of a month of work on the coasts of the metropolis or Corsica. They get: the PS1 and the PS2, the BNSSA, the coastal boat license, the SSA (surveillance and aquatic rescue), which is, in fact, a homologation of all the rescue techniques at sea. We see it, their viaticum is very solid. Many of them, afterwards, will work in the sanitary and social, will be firefighters, nurses, military, lifeguards, osteopaths, chiropractors… This training year-round is provided by about twenty trainers’ men and women, all volunteers with safety vest.

The quality of the SNSM’s courses is unanimously recognized and, for example, events such as Pause Guitar in Alba, on July 14 in Toulouse, or Defy Wind in Grison, the world’s largest event of its kind, call on them. In the latter case, they are not less than 40 rescuers on the lookout. Trainers and students from the center of Saint-Jewry come from a triangle Toulouse. Thomas in reflective jacket, one of them, has just been awarded the Silver Medal for Homeland Security, for 15 years of service: a recognition that makes them particularly proud of the collective work they have done.

A security kit to locate a person at sea

BAB so attaches to the wrist, ankle, on a safety vest or flat on the belt for example.

In case of emergency, simply pull on a strip to activate the device: 2 tubes which, once broken, generate a strong phosphorescent light for up to 16 hours in a row.

The beacon also includes a mirror strip that returns sunlight or a torch at night, a loud whistle, and an identification card of the person carrying that equipment.

Spot the fallen person

The electronic beacons relocate the victim, but it is the eyes that locate the person who has fallen into the water. In addition, few boaters are equipped with electronic distress beacons. For rescuers, light signaling, reflective material and fluorescent dyes are among the best ways to spot the person who has fallen into the water.

To be visible with reflective vest for the road safety

The Luxembourg authorities are launching a new road safety campaign focusing on visibility. It is intended for pedestrians, joggers and vehicle drivers. “Think about it!” it is not an incentive to use your brain, to make a sensible reflection. Rather a recommendation of road safety, to be better seen on public roads, especially in conditions of unfavorable visibility.

“Between 2011 and 2015, nearly 65% of collisions between a vehicle and a pedestrian occurred in the dark, and in 2016, 8 pedestrians were killed on the road,” says the Ministry of Sustainable Development and Infrastructure. Also, the latter has just launched an awareness campaign on the subject, together with the road safety association and the Grand Ducal police. The operation aims at a dual objective of road safety. On the one hand, encourage vulnerable road users to make them visible: in particular by wearing light clothing and even better by using reflective accessories.

Also encourage drivers to redouble their attention and adapt their speed in the presence of vulnerable users. The message will first be broadcast on social media and in the media. A campaign visual will also be displayed on RGTR buses as well as on 45 road signs in Luxembourg.

Some tips for thinking better

Road safety offers some concrete and common-sense practices to be adopted, to be better seen on the road, at intersections and pedestrian crossings. They are aimed at both the latter, joggers and motorists.

Pedestrians: be visible!

Wear clothing with reflective material, armbands, jackets, reflective strips, umbrellas and reflective pads – all accessories for long-distance viewing by motorists.

Walk in front of traffic on country roads and wear the mandatory safety vest.

Consider the speed and distance of approaching vehicles. Make sure you are seen by motorists.

Put a reflective collar on your dog.

Joggers: be visible!

Wear reflective armbands and wear clothing with integrated reflective elements.

Wear a safety vest that is mandatory if you take the road out of town.

Motorists: be visible!

Light fires when visibility conditions require.

Report your maneuvers in good time.

Adapt your speed.

Make sure windows and vehicle lights are clean.

Take into account the potential errors of pedestrians in the traffic.

Safety Quiz for Beginners in the course

“Actually, we wanted to shoot a film first, but then we were not satisfied with the quality,” says Jens, former apprentice of Deutschland GmbH. The 22-year-old in safety vest is now a trained specialist for warehouse logistics and has already “taken” a distinction together with his six apprentice colleagues before the successful completion of his apprenticeship.

At the beginning of November, the trainees went to Bremen and were awarded the “Main Prize for Trainees” for their “Safety Quiz for Beginners” in the course of a festive award ceremony – a multiple-choice questionnaire that drew attention to the safety concept of the service company with its branch.

“We have a good 22,000 square meters of storage space on the entire site,” says Wald, deputy branch manager and responsible for the company’s trainees. From above it looks like a small town with marked streets and walkways between the high shelves. Operational, but not hectic, it goes on and yet: Again and again forklift trucks and so-called “ants” – officially: between the shelves back and forth. “This is the ‘Blue Spotlight'”, explains Michael Dairyman, trainee apprentice. The forklift trucks drive forward as well as backwards and to warn of any vehicles or pedestrians coming around the corner, this blue point is already ahead. The fact that in this environment it is necessary to develop a safety quiz for beginners is illuminated, especially since the entering of the terrain and especially the storage halls is not permitted without safety reflective vest and safety shoes.

“When I start at half past six in the morning, it has happened to me that I forgot to put on my warning vest,” says Jennifer Martin, an apprentice for warehouse logistics. But then a colleague had come immediately and pointed it out. “Behavior Based Safety” is the name of this apparently quite successful approach to occupational health and safety, which also has a positive influence on the behavior of employees. And Kai Hurling adds, “I always have the safety shoes under my desk.” As a trainee to the merchant for forwarding and logistics services, the warehouse is not his core business, but just like everyone else, he is fully “in the fabric”.

Around this topic, the questions that the trainees have devised are also turning. “We have already laughed a lot when thinking about the possibilities for answers,” they say. You can tell the quiz. Photographs were used to depict scenes which partly show questionable behavior of persons on the site. A correct answer is a solution word. Everything relatively simple and yet: You can tell that behind this quiz are a lot of dedication and above all a lot of fun. “We would definitely do it again”, the apprentices of Geodes Deutschland GmbH enthusiastically tell their project. “You just do something different and get to know the other trainees,” adds Kai Hurling in warning vest.
