The road system in our country does not only regulate the circulation of motorized vehicles on public roads, but also that of bicycles or vehicles with animal traction. That is why in this article we will present the rules that the cyclists must respect for traveling on the roads in Romania this year.

A first condition to be met by those who want to cycle on public roads is a minimum age limit. In particular, according to the Road Code, the driver of a bicycle must be at least 14 years old.

Then another obligation for those who travel by bicycle is to equip them with lighting systems or, as they are known, a headlamp and a stop. Bicyclists cannot use bicycles that have no illumination and reflective-fluorescent devices at night.

In order to be used on public roads, a bicycle needs an efficient braking system, a functional steering system, equipped with audible warning systems (car horns are forbidden) with at least one reflective device red on the back (some reflective materials) and orange cat eyes on the spokes of the wheels.

According to the Road Code, cyclists can circulate on all public roads in Romania, except for motorways. They can only run on the bicycle track if there are such tracks in that area or on the right side of the road or the first lane, but only in the direction of travel. Bicyclists can also travel on the sidewalks, but only if they are equipped with bicycle tracks or public parks and gardens, provided they do not disturb the pedestrians on the alleys.

Additionally, when riding on public roads, cyclists are required to have the ID card on them. The authorities also recommend that bicyclists wear safety clothing, such as approved helmets.

Instead, cyclists cannot travel in winter conditions, i.e. when roads are covered with ice, or snow, or across a pedestrian crossing road while on a bicycle. Therefore, crossing the pedestrian crossing of cyclists can only be done if the bicyclist goes by the bicycle.

Cyclists also have a number of restrictions or prohibitions, namely:

Not to learn or practice cycling on intensive roads;

Not to go with both hands raised on the handlebars or with both feet raised on the pedals;

Not to run more bicycles in parallel along the way;

Not cycling if they have consumed alcohol, narcotic drugs, or drugs with similar effects;

Do not cling or be towed by a running vehicle;

Not to carry other people on bicycles (except for children under seven years of age);

Not to carry or to haul any object which, because of its size, jeopardizes or endangers the driving of the bicycle or the movement of the other road users;

Not to run overnight without wearing fluorescent or reflective vests;

Not to run on a road, if there is a parallel trail or a bay on which you can ride a bicycle.

Bicyclists who do not comply with the rules that apply to them and are present in the road traffic laws in our country risk the fines provided in the third class of sanctions, that is, they may receive between six and eight points. Given that in 2018 the fine has the value of 145 leis, the fines that cyclists may receive for violation of the rules are between 870 and 1,160 lei.

More than a hundred bikers got to the airport near Bernice on Saturday, 19 May morning. There they received reflective vest, and then accompanied by a police force for about a hundred kilometers long ride. There was a nationwide preventive activity aimed at the safety of bikers. Fines of 580 or 725 apply to drivers who do not give priority to pedestrian crossings, switch to the red traffic light or overpass the traffic lights off the traffic lights / crossing the railroad level to overcome the legal speed of 21-30 km/h for the transport of minors without adequate safety systems (safety belts or chairs for children), but also for situations such as non-observance of the signs and markings, and lack of medical kits, reflective triangles, hi vis vests and fire extinguishers .

A slightly higher penalty, that is, from 870 to 1,160, applies for exceeding the legal speed by 31-40 km / h, for not respecting the rules on passing priority, overtaking or changing to the red traffic light if there is a accident with material damage. Other examples of facts that could be fined with amounts in this range are: driving with an expired car license or running a car with a lightning or audible warning system.

The biggest fines for individuals are those in the fourth class of sanctions, where the fines that can be applied are between 1,305 and 2,900 and apply to: drivers that exceed.

Today we already know that typical pedestrians were sent to the root roadside by the Active for Development Association, and our assumptions about the “mission” of metal people were hit.

Unfortunately, there have been many accidents involving pedestrians and, in order to meet the situation, we decided to do something – says the president of the Association, Andrej. – The mere distribution of reflective vests does not bring much effect. You must also try to reach people’s consciousness. During the brainstorming, during the Association meeting, an idea was created to visualize the visibility of pedestrians in a reflective vest and without.

As we wrote yesterday, wire silhouettes appear on the roadside in pairs. In any case, one of the characters is wearing a reflective vest and the other is wearing a dark blouse or T-shirt. As long as both men are quite visible during the day, the situation changes dramatically at night. From a distance, we can see the figure in a reflective vest, while the second one can be noticed only from a close distance.

President of the Association reveals that around twelve pairs of metal silhouettes have already been prepared. Some of them are on the road. Others will just be there. It may also happen that where pedestrians will change their places. The members of the association made the wire silhouettes themselves.

In our association, we have people who professionally do different things. Some work as welders, locksmiths, they are experts.

We would like the human habit of wearing vests when leaving the house after dark. When I go outside in the winter – I take my hat. Even when I do not have it at hand, I’m looking for it. It’s good for it to be the same with the vest. In some Western countries, a man who comes out without a glare is called a suicide.

The campaign enjoys the support of local entrepreneurs and is not limited only to roadside figures. We managed to obtain funds for which the association will purchase reflective vests. However, according to Andrej, mass distribution of them may not bring results. That’s why every member of the organization will carry a dozen or so vests in his car. Whenever he sees a pedestrian without any reflective materials on him after dark, he will give him a vest and encourage him to put it on.
