31% of the folding posts of route require replacement

The accelerated deterioration of the folding posts that began to be placed a year ago in 37 kilometers of the route 32 is evident. In just 12 months, 626 posts (31%) of the 2,000 installed on that road leading to Limón, require replacement, since they lost their ability to get up when struck, or were cut off or taken off the road altogether.

LEA: Flexible poles would avoid speeding en route to Limón

The doubts about whether the damage presented by the structures is caused by poor quality of the reflective materials causes a dispute between the Ministry of Public Works and Transport and the company Jull.

According to Traffic Engineering Manager, Junior Araya, Jull Signals certified that the posts had to withstand up to 200 blows before losing their ability to return to their original position. However, damage to the devices was visible from the first few weeks of installation.

“When the project is executed, the inspection is done and it is verified that all of the posts were installed and appeared to comply with everything, however, there began to arise the question of the performance of the posts by an accelerated deterioration that occurs in The site and before that doubt proceeded to coordinate tests with the Technological Institute of Costa Rica to evaluate their performance, “explained Araya.

Mauricio Araya, from the School of Engineering in Construction of the ITCR, confirmed that the studies were done and were delivered to the MOPT, but claimed that he could not divulge the results by confidentiality. For its part, the company claims that Ingénue signed a final receipt that legally closed the contract since December last year.

LEA: Route 32 folding poles no longer seen at night

“The useful life is in the poster and is associated with a technical standard, it is not in months or years, but in the amount of impacts that supports a post and the poster says 200 impacts and the standard says of a sedan vehicle,” he claimed Adriano, spokesman for the company. According to the lawyer, the poles were damaged because they were not suitable for the place where they were placed (a road where 4,100 heavy vehicles circulate daily), in addition to the vandalism and bad faith of drivers who passed them.

With these statements, Junior Araya said that the administration can carry out tests or tests to verify the quality of the product, and that having signed the receipt does not imply termination of the contract. In addition, the results of the ITCR have yet to be analyzed in the Board of Directors of the Road Safety Council. An elapsed year and many posts damaged later, the question is whether this device was suitable for route 32. By that route circulate 13,600 vehicles a day, and 30% (4,100) are heavy trucks, according to MOPT data. And to answer, Junior Araya is sharp.

LEA: MOPT supposes ‘hidden interest’ in damage to folding posts

“There is no such post, which can withstand 200 strokes of a trailer, and from the beginning I did not know that people were going to get over them,” said the hierarch, who defended that it was a pilot plan.

“The poles are not placed so people are hitting them,” Araya added.

According to the official, because it is a road that does not have shoulders and in which it alternates from one to two lanes per direction along the mountainous part, it was necessary safety devices of this type to tell the driver how the demarcation goes, Because by the conditions of the climate in that sector, the painting is constantly erased.

Araya ruled out the possibility of replacing posts with New Jersey barriers, because in case of collapses or accidents would completely block the passage. In the MOPT, they say that the neighbors of sectors such as Potosi have even sent letters requesting that the damaged posts be replaced, because they did stop the fatal accidents.

What are black boxes for and why are they called

The black boxes are the name by which the safety devices that register the conversations of the cabin in an airplane and the behavior of the instruments are denominated. These devices are key in determining the reasons for aerial accidents, such as the one that occurred on Tuesday in Colombia, when the plane crashed in which the Brazilian team moved Chaperones to play in the final of the Cope.

The black boxes were invented by David Warren more than fifty years ago, while working in the Aeronautical Research Laboratory of the Australian Department of Defense. These boxes are subjected to impact tests of up to 3,500 kilos, of immersion under pressure of up to 6,000 meters and temperatures of up to 1,000 degrees Celsius. In general two of these devices go in the back of the aircraft.

The devices are covered with bright paint with striking colors like orange and reflective tape. In addition they have an ultrasonic locator beacon and emits every 30 seconds a pulse that can be detected to more than 4 kilometers.

As for why they are called black boxes, there are different versions. One of them is that its name is due to the tragic fact and mourning that involves an accident. Another theory is that it is because the information contained therein cannot be altered in any way, except for specialized teams of air safety agencies.

MEPs supported the wear of reflective elements

MEPs supported an amendment to the Road Traffic Act, which, for example, authorizes the use of seaway trucks or imposes on pedestrians the obligation to wear reflective elements on the road for poor visibility. The template should also allow for the retention of the technical card due to the poor state of the vehicle. Changes aimed at enhancing road safety should apply from 1 January of the following year.

Pedestrians or other reflective material should be wearing whenever they are moving on the road in low visibility, such as in the fog or in the dark. Sinners will face a fine of up to 2500 crowns. “Being seen at a sufficient distance is a crucial requirement from the point of view of the safety of traffic participants and particularly the most vulnerable participants, among them pedestrians,” the Ministry of Transport said.

Seaway is going slower

The operation of seaway trucks, where tourists run through, among other things, in the center of Prague, should be generally allowed but municipalities will be able to ban the road sign. Restricting traffic to municipalities is, according to the Ministry of Transport, a compromise solution balancing the interests of state and pedestrians, while less restricting the interests of the operators of trucks. The prohibition by law of the law would make virtually impossible the operation of these trucks. Adjusting the speed at which the seaway can travel. On the sidewalks, people would only be able to move on the speed of walking, only on cycling paths they could ride without limits.

This amendment also imposes an obligation to clean vehicles from ice or icing. The driver will not be able to drive the vehicle on which the ice is or if the ice is on its cargo if the release of the ice would endanger road safety. This will not affect the common icing on the vehicle.

Watch out for bikers

Drivers will not be able to endanger cyclists who cross the road at the crossing for cyclists. This will not apply to situations where the cyclist is approaching the crossing.

The amendment also proposes the possibility to withhold the registration certificate for a motor vehicle, the so-called small technical license, when the police on the car find a dangerous defect in the inspection or in the explanation of a traffic accident. The policeman in reflective jacket will have to state, because of the failure of the certificate.

If the driver does not have a certificate with him / her, the vehicle operator will have to hand over the certificate within five days to the appropriate municipal office. It will get it back if it proves that it has removed the defect or that the vehicle is technically operational. The new detention facility will not apply, for example, to firefighting vehicles or rescue services.

Road Shoes with reflective material

There are many types with reflective material and types of footwear. But when I got into the hands of Supernova, I knew I had to get to my feet. It was so much love at first glance. Yes, of course, the first look can sometimes be disappointing. But this time everything went smoothly and I’m glad we met.

Supernova Glide 7 comes from the good Boost family. It has a midsole with a known damping, which looks a bit like a polystyrene balls. The boot provides a balanced mix of comfort (traction) and comfort. For the shoes you use almost daily to drive miles, you’ll really appreciate that. The drop of the soles is not entirely minimalistic, from the heel to the tip it has a height difference of ten millimeters, but you barely notice this.

It has branched torsion struts and the center of the shoe is stiff but the toe bends easily and does not make much resistance to the torsion. This makes it surprisingly comfortable. Of course, the heel is also on the outside and the outsole is borrowed from the automotive industry.

The stern, or black part, comes from the Continental automotive giant. Supernova has its outsole with a finely cut pattern designed on the road. And he keeps the asphalt very well even in heavy torrential rains. There are minor problems on the stone, so increase your attention if you are passing a reflective strip of cubes. Polished marble with a soaked shoe, surely avoid, or hit like a goat on ice. But you cannot find such evidence on the roads, panic is in place.

Also worth mentioning is the higher abrasion resistance of the sole. In view, the three-millimeter layer of black rubber has a very subtle impression. The appearance in this case is deceiving. I do not know the kilometers I have ever seen.

Sophisticated language

The top of my shoe also surprised me with its soft design. The classic three stripes stretching from the center of the foot to the stitches are usually stiff. The Supernova’s are soft, soft and the upper has a comfortable feel. The fabric does not come into contact with the sole at all. The whole shoe is surrounded by a reinforcing profile and the only really stiff place is found in a heavily stiffened heel.

What really made me happy with the Supernova was the tip. Breathable, highly adaptable material I have already noted for Adidas shoes and I am glad to keep this concept. The boot can suit a wide variety of runners with a variety of foot types. I have a relatively wide front, so I can really appreciate the space and the mobility. Properly balanced comfort and shoe durability will not leave you on either the long or the long track.

The language used by this manufacturer is very well sophisticated and tailored to the specific shoe specialization. The stitching of the seam in the front is complemented by a generous elastic tape made of the inner lining that holds it in the right place on both sides. The stability of the soft tongue is further enhanced by a classic loop for stretching the laces.

I also liked the shoe design. The tasteful design was able to perfectly combine the visual aspect with functionality. The distinctive color contributes to your greater visibility on the roads and, in addition to the branding on the heel, reflects three wide stripes with reflective element of the company logo on both sides of the shoe.

Children have the right to safety

At the sports weekend, many parents take smaller or larger children with them. If they see how their descendant is rushing on a mountain bike with wooded hillside, they should remember that they were definitely doing something like that. Where else would the wild blood be taken…?

There are, therefore, a few principles that parents should explore before embarking on adventures with their children.

How to do it-Use safety aids!

Adults should ensure that the child uses all safety equipment: on roller skates and skateboards, elbow, knee and wrist protectors as well as a helmet. The helmet and the waistcoat on the water is required, Cycling helmet, gloves, reflective tapes and reflectors.

Besides buying adult aids, children should check and use them as an example.

The helmet is necessary!

The suspicions that a child with a helmet loses a self-preservation bike do not rely on the truth. They say he does not even protect himself in a car crash. And even you can strangle the tape under your chin. In addition, it is hot and the baby gets sunburn. None of that is true.

The helmet and reflective vest is like a car seat belt. She has already saved life for many cyclists, but it may happen that in some unlikely moments the situation will worsen.

Learn to swim!

It is said that children who are just learning to swim are drowning and are therefore deeper. This is not true, and medical statistics speak the opposite. Basics of swimming will help everyone get warm up at least for a while. In addition, the baby will not cry when his head unexpectedly gets under water, for example, in swimming pool games or jumping into the water.

Do not delay the floating vest!

In water sports, the child must have a float vest. Get on a raft, canoe, or sail. Falling into the water or even overturning the boat is a shock for an adult, let alone a child. The float vest will help with rescue, especially in the first moments when the “float” is brought to the surface.

It is said that under the jeep vest will make it impossible to save. In this one special case, it is true, but without a safety vest, only very experienced water boys attempt to self-preserve in the hopeless situation on a strong cylinder, from which they cannot get other than his underlining at the bottom. But it rarely succeeds.

Police respond the plan for city safety

Today, the guest of the online interview of the Boleslaw was Chief of the Police of the Republic of Poland, who wear a reflective uniform. The readers asked him not only why he was interested in the position, but also about what changes in the city he is planning.

How do you like the position of Chief of the City Police? As far as I know, you worked as a line guard before, so that’s probably a big difference…

The work I’m doing now is very interesting, but it’s also challenging. Yesterday before I was elected to the City Police Chief and subsequently appointed by the city council, I worked for seventeen years as a line guard. The difference in both positions is that I have a greater responsibility in this position. This means not only communication with citizens within the service, but also a lot of administrative activity (budget, services breakdowns, etc.) and communication with city management.

The city police in Munich Hardiest had never had a good reputation according to citizens. Is it true? And what have you done to improve it?

As in any other city, there will be people who will be dissatisfied with the work of the city police, but I think most of the people who can appreciate our work predominate. Therefore, to improve, we have done a few things. For example, security precautions for children and pensioners are taking place, we have set up a Facebook profile to allow police officers to communicate at any time, staffing has also been modernized, and overall we are trying to improve the view of the city police.

I heard you’ll get one more policeman and reflective vest, so you should be nine if I’m wrong. Is this the optimal number for you or would you need the officers even more? Yes, at the present time, a tender for the position of a police officer is announced. The number of officers should therefore increase to nine. In order for the city police to manage what is required and what they want to do, the optimal number of officers would be at least twelve. The main reason for the increase in the number of police officers is that we want to keep the traffic uninterrupted; another reason is the large cadastral territory and the ever-increasing traffic in the city. It is also necessary to devote more time to preventive action.

Recently, a group of people we are afraid of at the train station at the train station. In the summer, we always went out for a walk with the kids, but now we prefer to go elsewhere. Please make this site safe again.

The officers devote themselves equally to all the parks in the city. Their checks are carried out at regular intervals. Currently we do not see this site as dangerous, but it is possible that you could see this site as dangerous beforehand due to the occurrence of so-called problem people, but we have succeeded in eliminating this site from our site.

Why did you apply for a new Chief of Police at the Tender? There is a lot of talk about the fact that the new composition of the town hall has great demands on the officers, and that’s why your predecessor ended.

It is true that the current management of the city places great demands on me and the officers, but I am not competent to express myself to my predecessor. I have enrolled in the selection facility to improve the overall view of our city police.

Are you getting in the new position in the field, or are you shut down in the office and you’re doing clerical work, or maybe in the service you jump off colleagues when they cannot?

It is true that the new position requires me to devote more attention to administrative work, but I still try to work in the field. And since the number of officers is low, I normally have to do the work of a line guard.

We are currently preparing a contract for the provision of radar for speed measurement and we will try to start measuring the speed of the vehicles as soon as possible.

How often do you check the city area? Sometimes I see that if you arrive, you just slow down and you will not get out of the car. I understand that the cadastral territory you are in charge of is vast and you cannot be everywhere, but it does not avoid criminal activities in the villages.

Compared to the previous period, the police officers started to drive more often to suburban areas, three times a week. Control is preventive if the officers do not record offense, so they check this area only from the vehicle, but sometimes these areas are also walking

I heard you got new uniforms. What’s different and why the original ones were not enough? What did you do with the old ones?

Yes, we have new uniforms. It varies with its functionality, material and appearance. The policeman feels more comfortable in this uniform; the new uniform is multifunctional and meets all the requirements that a police officer can spend twelve hours in this facility. Old uniforms did not fulfill their functionality, parts of equipment such as jackets and shoes are still being used. Shirts and trousers, neckties were removed.

It is almost entirely the rule that new leadership always introduces changes. Will you also change things or have you changed? What can we look forward to in the city?

Some changes have been made, they are put into practice. In the future, we are going to measure vehicle speed, carry out controls on alcohol pouring for juveniles, we will also be giving out reflective tapes, and we are going to make more frequent playground controls.

Wear reflective elements on the road for poor visibility.

MEPs backed an amendment to the Road Traffic Act, which, for example, permits the operation of vehicles or imposes on pedestrians the obligation to wear reflective elements on the road for poor visibility.

The template should also allow for the retention of the technical card due to the poor state of the vehicle. Changes aimed at enhancing road safety should be effective from 1 January 2016.

Pedestrians or other reflective material should always be wearing when moving on the road in reduced visibility, such as in the fog or in the dark. Sinners will face a fine of up to 2500 crowns. “Being seen at a sufficient distance is a crucial requirement from the point of view of the safety of traffic participants and particularly the most vulnerable participants, among them pedestrians,” the Ministry of Transport said.

The amendment also proposes the possibility to withhold a motor vehicle registration certificate, a so-called small technical license, when the police on a car find a dangerous defect in controlling or explaining a traffic accident. It will get it back if it proves that it has removed the defect or that the vehicle is technically operational. Don’t forget the reflective elements in cycling season

Police officers in the South Moravian region draw attention to the beginning of the cycling season and encourage cyclists and drivers to take extra caution. “Cyclists should use a helmet that can save lives in an accident,” Becalm police spokesman Kamala told CTK today. With reduced visibility, it is necessary to use reflective elements to see the cyclist, added Hedonic police spokesman Petri.

Every year, police in South Moravia record hundreds of bicycle accidents. “Last year there were 257 bicycle accidents in the region, three cyclists died, and 28 were a child,” said regional police spokesman Petra Verona. According to police statistics, cyclists (along with pedestrians and motorcyclists) on the roads are the most vulnerable. Bicycle rides everyone, but not everyone realizes that when he goes on the road, he becomes a full-fledged road user.

That is why police officers appeal to all road users to keep in mind the increased movement of cyclists on the roads. “It is necessary to count on this and to be mutually beneficial to each other.” Drivers should be anticipating and expecting unusual behavior by cyclists, and people on bicycles should have the right equipment, “said Locker.

More important than a helmet is passive safety

Karat warned that every cyclist should have a helmet and a safety vest. “It is clear from practice that if a cyclist is involved in an accident, he will at best cope with slight injuries.” Although the law imposes an obligation to wear helmets to cyclists under the age of 18, we recommend that everyone should have it, “said Karat.

According to the Interior Ministry, one of four serious cycling injuries is head injuries and half of all cycling accidents are hit by the rider’s head. Most serious bicycle accidents will not happen on busy roads, but on quiet side streets. Therefore, parents need to have a constant overview of where their kids are moving and to see if their children have a properly equipped bicycle and they use bicycle helmets.

The cycling helmet must be of an approved type and must be well clamped on its head – it must not move on its head. Each type of helmet must therefore have ATEST 8SD (product complies with ČSN EN 1078). The helmet protects not only the shoulder and forehead, but also partly the face, the temples and the ears.

Using a helmet is one of the ways to eliminate cycling injuries. According to research carried out in recent years by the British Royal Society for Accident Prevention (ROSPA), over 2,800 cyclists die each year on the roads of the European Union, and another 139,800 are injured.

The risk of injuries to cyclists can be reduced in several ways – safe driving style, adaptation of the transport environment which takes into account the presence of cyclists in the traffic flow, but also the use of quality certified cycling helmets and various protectors and gloves.

ROSPA says that if every cyclist used a cycling helmet, the risk of head injuries would be reduced by 85% and the risk of brain injuries by 88%, with around 600,000 head injuries each year in the EU due to cycling. According to professional medical literature, a concentrated blow to the head can kill the adult as soon as it falls at 11 km / h; even at a lower speed.

Not everyone is inclined to use the heel. According to veteran cyclist Vita, everyday life comes daily to situations where the likelihood of harm to health or life is much higher than when we cycle (for example, walking along the busiest road, stopping at the public transport stop, etc.) and nobody Wear some protective aids. “The business with fear is the easiest deal, companies know it, and most people simply do not think rationally,” believes Vita, who rides a bicycle without a helmet.

Much more important than a helmet and a reflective vest (passive safety) is not only active safety according to him, i.e. how to behave on a bicycle on the road, what to do in no case or when to increase vigilance. “Do not rely on the privilege of crossing the junctions, not to use unnecessarily defensive, to use hearing (not just to see), to be able to see, etc.,” says Vita. These principles are mainly highlighted in children. When parents learn this, they will do much more for their safety than buying a helmet, Vita believes.

Police officers waited in the morning for cyclists

Police officers in safety vest surprise cyclists on one of the busiest cycling trails in the city in the morning. Because it was dark for a long time, patrols were controlled by people running on machines equipped with the necessary reflectors and lights. For three cyclists, the week began with fines.

U Padre Street is a strategic bicycle path for riders heading from Douro to the center of Pilsner. Right here, just outside the city bus stop, where brands order cyclists to dismount from their machines and about 50 meters of bicycle lead, a police patrol appeared at 7:30 am.

The flashlight with a red light in his hand in a reflective jacket is uncompromising for cyclists. He must stop. “It’s a big surprise, at first I did not even understand it was for me. I never checked a policeman while riding a bicycle, “says Jana.

The policeman stopped her, for she did not light the front white light when she was driving. She had a mounted bike on it. Cyclist apologized. She thought she did not need to shine on the cycle path. The rear red light was on when driving.

After a conversation with the policeman, the white light switched on, the police spokesman Hanna received all the stops of the cyclist’s reflective tapes, and the cyclist, with the agreement of the police officers, went on his way to work.

One hundred crowns for missing light

For the first hour police officers fined two cyclists who did not have the lights on the wheels at all. “This is the first time I have to check my bike. It’s one of my last rides this year, I buy the lights in the spring, “said a young man who paid a hundred-crown fine for his bicycle without the rear red light.

After Pilsner they are not afraid of cycling because of their cycling routes. “Maybe it’s done well here around the main move from the center of Pilsner to Prague,” says Marot. Why did the police focus on cyclists right now? The night is lengthening, in the morning it is about seven o’clock, when many people begin to shift, the night is dark about eight o’clock.

Vaclav of BESIP says bicycle lights along with reflectors and reflective clothing elements are now vital to cyclists as well as pedestrians. “Even an ordinary white plastic bag highlights pedestrian drivers for 50 to 70 meters, reflective garment items will alert the driver to 200 or even more meters,” warns road safety specialist.

Reflective safety clothing for Cross-country

Since the autumn is already in full swing, we’ve tested everything you need to keep you away, but they did not cook in their own juice.

The main role will be long ladies’ trousers. From the point of view, nothing interesting – black leggings. They are made of flexible hard reflective material (it is not cold and fast drying) and have a sophisticated cut, especially in the area of the knees and thighs, which makes them perfectly suited, they do not roll anywhere. In the back of the legs there is a zipper that makes them better dressed.

Plus, there is a small internal key pocket, money or handkerchief to solve the unpleasant question of “where to go”. Minuses are the absence of a larger zip pocket, but the pants from the new collection have already. The evening runs are definitely not reflective tapes (for H & M typical) that extend across the length of their thighs. The only downside to my trousers is in the lower saddle – after a longer run, the trousers are slightly down. Not that they fall, but somebody may not be nice. Leggings from the new collection are now higher and can be pulled down on the string.

The shirt with a long sleeve and hood pleased me most. It is produced in two color variants – gray-pink and gray-black with a batik pattern. (These colors go through half of the current collection.) Sitting perfectly on the body, but not too tight, the sleeves are long and fitted with a hole for the thumb (ideal for winter-wise women). The hood is the ideal solution if you feel cold when running. You do not have to wear a hat with your hood to replace it well (when it does not fall off your head) and whenever you can take it off. The material is very pleasant too: soft and thin, slightly soaked on the underside so it is pleasant but not hot. He also sweats well and dries quickly.

The reflective vest can be dressed in a t-shirt or in the winter in the wind. Clearly the most varied piece I’ve enjoyed many times on a bike, cross-country skiing or on a trip when the weather changed. Its greatest advantage is lightness and storage, easily put into your pocket or kidney. It’s made of soft polyester with a soft finish, so it does not work “plastic” and it does not blow too much in motion.

Relatively well protects against bulging; Stronger winds penetrate the fabric, but it can be more when running (and with regard to sweat drainage). A slightly looser cut allows you to wear your waistcoat even over your sweatshirt, while the extended length of the back will ensure that it does not “reach your kidneys”. The bottom hem is also rubberized, so the waist keeps on the sides and does not climb upwards. The front has a reflective strap across the length of the zip and reflective headband, a smaller reflective tape and a spacious pocket on the back. It goes hand in hand with the phone without bothering to jump from side to side. The mesh fabric on the back is swept away where it is most needed at the run, and the vest does not stick to it on the back.
