In September 2019, Public Primary School No. 3 in Brzesko entered the “Reflective School” competition.

 

The purpose of the action announced by the Road Traffic Department of the Provincial Police Headquarters together with the Małopolska Road Traffic Safety Council and the Małopolska School Superintendent is to promote children’s knowledge of road traffic regulations, the need to wear reflective elements, and thus shape habits necessary for safe and cultural participation in road traffic, shaping social attitudes: help and responsibility for the health and life of oneself and others, shaping the ability to anticipate the consequences and disregard rules, regulations, inattentiveness and errors, implementation to respond correctly in situations of threat to life and health.

 

As part of the “Reflective School” project, all students of the “three” were equipped with reflective vests. Teachers and students from the first days of September implemented numerous activities aimed at raising awareness among children about the importance of maintaining road safety: they conducted talks about the principles of safe road traffic, organized various competitions promoting knowledge of traffic rules road and wearing reflectors, they created wallpapers, banners, posters, and performances. October 17 in the “Troika” was proclaimed the Day of Reflections. On that day, every student and teacher had a reflective element. The most creative students took part in the competition for the most original clothing containing reflectors.

 

It is worth paying attention to those activities that were directed to the community of our city. On October 9, scouts from PSP No. 3 hung posters promoting the use of reflective by older people traveling on the roads, and also distributed reflective bands to passing seniors in various parts of the city, encouraging them to wear them on foggy autumn days. A day later, as part of the “Driver, slow down” action, the youth gave out to the drivers stopping at the pedestrian crossing near the school 90 small calendars for 2020 and the same number of juicy apples. On 19 October, during a great sporting event in the region. James “organized by the sports club” Jakub “at the parish dedicated to the Blessed Virgin Mary and St. Jakub in Brzesko, students of the Brest “three” with the organizer’s consent promoted wearing reflections with reflective tapes in line with the slogan “Run with reflections! Be visible! ” Before the start, they distributed the reflectors made of reflective foil in the form of hearts and smiles.

 

In turn, on October 23, students and teachers organized a happening on the streets of Brzesko under the slogan “Let yourself be seen and live.” At the head of the procession, at the sound of a snare drum, was a zebra – a school BRD mascot, who carried the information sign “Pedestrian crossing”, thus encouraging to cross the road on the lanes. Behind her, wearing reflective vests, students marched who chanted slogans calling for the use of reflectors. The procession participants distributed leaflets prepared by them in passers-by, in which they appealed for the need to use designated pedestrian crossings and to wear reflectors.

 

On October 28, in cooperation with our city authorities, the Strategy and Development Department and the Poviat Police Headquarters in Brzesko, PSP No. 3 organized a meeting of the first classes from the entire municipality with the Mayor of Brzesko – Tomasz Latocha and the Head of the Road Traffic Department of the Police Headquarters in Brzesko – Commissioner Tomasz.

 

The main purpose of the event, attended by around 350 students, was to promote proper road behavior. During the meeting, the spectacle “Traffic” was enriched with songs encouraging the wearing of reflectors, a reflective fashion show and competition on knowledge of traffic rules that took place. The culminating point of the meeting was the mayor’s handing out of all sets of educational games to all classes. Also, each freshman received the reflections funded by the City Hall from the authorities of Brzesko and police representatives.

 

The next day, the students of the “troika” together with their guardians went to the daycare center to present a short educational program promoting safe behavior in road traffic. The youth familiarized the residents of the center with the history of flares and emphasized their importance in safe driving on the road after dark and cloudy and rainy days. An open letter to seniors was also read, in which the eighth-grade student from PSP No. 3 convinces older people to take care of road safety. In the end, the youth gave reflections to seniors, reflective bands and hearts made of reflective foil.

 

Many of the above-mentioned actions were carried out with the support of the Police Headquarters in Brzesko, for which the organizers would like to thank. They hope that all activities that were carried out at school will increase safety on the way to and from our students’ school, but will also make others aware that wearing reflectors should become a habit. By completing the ‘Reflective school’ project, they will not stop promoting safe road behavior because they have been, are and will be important activities for the safety of our students.

 

Reflective elements save lives. It is also worth wearing them in built-up areas

In winter conditions we are almost invisible to drivers. A small New Year’s gift, which can be a reflective vest or a band can save someone’s life.

 

Speaking of reflective elements, it is worth recalling that after dark a pedestrian dressed in a dark outfit is seen by the driver of the vehicle from a distance of about 40 meters. However, a pedestrian wearing reflective elements becomes visible even from a distance of 150 meters. These additional meters allow the driver to brake and safely avoid pedestrians. According to the amended regulations, outside the built-up area, we have to wear reflective tapes, for non-compliance, there is a fine of up to PLN 500. However, it is not the penalties that should encourage us to wear glare, but care for our safety.

 

Policemen urge pedestrians to wear reflective elements, even when moving in built-up areas, such as reflective vests, bands or flashlights.

 

Let’s wear reflective vests, let us set a good example and instill such safe habits from an early age, to our children. Thanks to this, our children will be safe, and yet there is nothing more valuable than the safety of our child. Let’s remember that flares save lives. Without a reflective element, let’s use a flashlight for this purpose, which is built into most currently used mobile phones.

Revolution on the road: No risk of wearing reflective elements!

Revolution on the road! Today, at midnight, a new duty began to apply to pedestrians, who now have to wear reflective material elements at night and in poor visibility to be well visible, otherwise, they face a fine of up to two and a half thousand crowns. But as we found out tonight, pedestrians hardly know about it, and so they don’t.

 

People do not know about the new regulation at all, or simply because they are to have reflective elements on them. People returning home along the road at night are not visible at all. From today on, police officers can impose a fine of up to two thousand fines on unenlightened pedestrians.

 

For example, some pubs are already thinking of getting reflective tapes or waistcoats for their regulars and lending them for their night return home.

 

Police throughout the country in the coming days and weeks are planning special night events focused on pedestrian controls. In one breath, however, they promise that they will be a little more benevolent about fines for offenses, at least initially.

 

For example, the measure has already been introduced in Slovakia, and in five years of operation, the number of killed pedestrians has decreased by almost half. Over the past three years, more than five hundred pedestrians have died in the Czech Republic, more than three hundred at night.

Novice drivers cannot drive at night

Scientists from the Brno University of Technology have developed a unique methodology for night driving. It was created based on research that looked at the reactions of drivers to pedestrians in the dark in real traffic. Driving at night is the most difficult for beginners, yet driving school textbooks do not.

What influences the visibility of pedestrians at night and how fast is the driver’s reaction? Researchers from the Institute of Forensic Engineering investigated answers directly in the field between the municipalities of Lednice and Břeclav.

 

They involved four helmets and more than two dozen drivers. They used special glasses with recording cameras for research. “The first camera rotates with the driver’s head, which means that it senses where the driver is looking, and the second camera captures the driver’s eye. They measure the direction of the viewpoint,” said the head of research at the Institute of Forensic Engineering of BUT.

 

By comparing the two records, the scientists concluded that while a man dressed in white would be seen by a driver with low beams turned on for nearly eighty meters, pedestrians in black only for thirty. In the first case, the driver has four seconds to react, but in the second he has only a second and a half.

Some reflective material elements may not be seen by drivers

Although the law requires pedestrians to wear reflective elements outside the village, it does not say exactly what and how. Some reflective tapes, for example on the shoulder, may not be sufficient, according to experiments by the Institute of Forensic Engineering. “It is important that the pedestrian use more reflective elements and some on the lower body,” said Robert Aldus. Research also found that a muddy car is harder to see at night than during the daytime, and pointed out the danger of a nightly collision with wildlife.

 

Based on these results, the researchers developed two methodologies. One is used by forensic experts to deal with traffic accidents, and the other – Driving in Visibility Reduced by Darkness – can be used by driving instructors in their classes. Educational textbooks on the market deal with this issue only marginally or not at all.

 

The driving school has acquired a simulator and offers a special course

Petr Simara from Brno uses his teaching materials in his driving school and also bought a simulator that can simulate driving at night. “I think it’s a question of the driving school. How he does it and how much space he can and the interest of the client, said the driving school operator Petr Šimara. Therefore, for an additional fee, it also offers an above-standard course, where people can try night driving even in normal traffic.

Experts recommend that instructors devote at least one hour of theory to future drivers and two hours of theory to professional drivers instructing night driving. In their view, it would also be appropriate if questions related to this problem were raised in driving tests.

 

You will not miss the children at the crossing

Valasské Mezirici commemorated the day of victims of traffic accidents on Monday, November 18, with the preventive action of BESIP entitled To Be Seen. Police officers and constables handed out reflective tapes and other elements.

 

This time the traditional event fell on Monday. At seven o’clock in the morning stood at the crossings on the streets, Masarykova and also in nearby Kelč municipal police officers and police officers from the district department of Valasské Mezirici. “They distributed less than two thousand reflective tapes and other elements to school children. We wanted to remind the schoolchildren that being seen is particularly important for their safety, especially in autumn and winter,” said Soňa Valchářová, Head of the Traffic Administration Agenda of the Town Hall, described the course of the preventive action.

 

“Along with the current mapping of accident sites (more in an earlier press release here), the Being Seen event is a further step towards reducing the accident rate in our city. Children are among the most endangered traffic participants and it is very good that the BESIP Commission, together with police officers and police officers, focuses on their safety,” added Deputy Mayor.

Companies give people better work aids, but they watch out for waste

Low unemployment favors companies manufacturing work clothes, shoes, and protective equipment. The roughly six billion markets for this product is growing gracefully with staff hunger and increased turnover. At the same time, employers are trying to control the costs of equipping employees. They recycle and purchase vending machines.

 

More people at work need more overalls, helmets, and boots. But this is not the main reason why their sales are growing, according to industry companies. “Some employers see this as a benefit for employees and buy better and safer work aids, shoes, clothes,” says Leonard Mynář of Canis Safety, the market leader in protective work equipment.

 

For example, nicer, colorful work boots are bought. An eye-catcher is clothing with reflective material elements. “But somewhere, workers still have just car reflective vests,” Mynar points out.

 

Employers give their people more comfort, for example by not leaving care for their work clothes, but by hiring an external company. Leasing of work clothes was on the rise when the owner of work clothes is owned by an external supplier who regularly picks up clothes, washes, and exchanges them for new ones when worn.

 

“We are leasing some equipment and protective equipment,” said Kateřina Pavlíková, a spokesman for Czech Airlines Handling, providing airlines with check-in at Prague Airport.

 

Ardon Safety, a toolkit three, is also considering this service. “It is more expensive, but the workwear is made-to-measure in this case, it does not restrict its user, it is regularly washed and the employer is sure that his people work in clean clothes and represent the company well,” says company executive Tomas Vozenílek.

 

However, staff pampering does not work everywhere. “When visiting the factory, the employee at the assembly desk complained that her poor shoes that fascinate her legs smell more than her men in the evening after the shift,” says Miroslav Rous, CEO of the Cerva Group, the domestic leader in protective gear. “I also found that employees handle hot plastic moldings while burning their hands,” adds another example of Rous.

 

There is a difference in what kind of work equipment the core employees receive and what agency workers are hired. They often change their work, so it does not make sense for the agencies that are obliged to equip them with aids. They buy only the basic equipment to meet the safety standard, comfort is not so much taken into consideration.

 

“On average, turnover has risen by around 10 percent, increasing the cost of work equipment. The agency and end employers are addressing this by looking for new suppliers with better prices, seeking volume discounts,” explains Alena Zahrádková, manager of Randstad’s branch in Ústí nad Labem.

 

“For shoes and gloves, the employer is trying to buy the cheapest product, so it favors importers from China rather than domestic manufacturers,” adds Jaroslav Palát, chairman of the board of shoemaking company Prabos Plus.

 

When people take turns, the cost of the gadgets comes in part. “We are trying to put pressure on employees to return the tools after the end of their employment under the threat of financial penalties, but non-transferable tools need to be depreciated and cost a lot of money,” says Jiri Halbrstat, recruitment and marketing manager at ManpowerGroup. This registers a one-fifth increase in turnover and a similar increase in staff equipment costs.

 

“If employees leave earlier than a year, they return our clothes. We then have them professionally cleaned, washed and provided free of charge to our employees as a replacement. We provide used shoes and clothing of no interest to charities,” Zahrádková explains. Some things like clothing or goggles can be reused. However, for example, shoes cannot be recycled for hygienic reasons.

 

Here he felt the opportunity of Prabos and recently began offering washable textile work boots. No one else thought of it yet, because washing shoes meant practically destroying them. “We have been on the market for four months so far, they sell well. As far as it is due to washability, I cannot say,” says Palát.

 

It is no longer possible, just on the card

Employers are also trying to put costs under control by introducing vending machines. With a personal chip card, only a limited number of devices are allowed to pick up each month.

 

“Previously there was a free-standing work gloves dispenser in operation, and everyone took what they needed. But sometimes, workers also took gloves at home to work in the garden,” Rous says. According to Mynář of Canis Safety, which sells and leases vending machines to companies and subsequently replenishes with goods, one costs 10,000 euros. “It will return to the company within a year, save on the warehouse worker, and aids are available 24 hours a day,” he says.

 

Vending machines are often used in the automotive sector and in indoor hall operations. “We use vending machines in all of our buildings, and employees can pick up safety equipment of the size they like – work gloves, reflective vests with reflective tapes, safety knives or water bottles,” says Ctibor Jappel, spokesman for the Czech Amazon division who runs a large warehouse in Dobrovíz near Prague.

 

For example, a person is entitled to gloves at every shift. “But if he overdraws, he can go to the master to raise his account,” adds Zahrádková.

 

Reflective elements for pedestrians. How much will it cost us?

Fine up to 2500 crowns! Such sanctions should be brought by an amendment to the Road Act approved by the government. These sanctions threaten pedestrians who, in poor visibility, will not have protective reflective elements outside the municipality. How much does this new measure, which still has to go through the legislative circle, cost us?

 

Increase road safety. This is the intention of the amendment to the Road Act, approved by the government. The amendment introduces, among other things, the obligation of pedestrians to wear reflective elements in poor visibility, in darkness or fog, on roads outside municipalities. The original draft of the amendment was that the obligation would apply also in municipalities, but that eventually fell out of the law at the legislative council of the government.

 

If they do not have pedestrians, they face a fine of CZK 1,500 to 2,500. “I am not a big supporter of repressive interventions, we should explain to pedestrians that it is for their safety,” said Transport Minister Dan Ťok.

 

And how many of us will the new measure if passed through parliament and signed by the president, the state? The most basic equipment is not expensive and anyone can buy it. Moreover, at many security events, these elements are distributed free of charge. Basic reflective tapes, which can be wrapped around the arm or arm cost about 30 to 50 crowns. Like various reflective pendants and stickers, their price is usually between 10 and 50 crowns.

 

Also, some people have already solved the problems with reflective elements, because much outdoor clothing already wears these elements.

 

Reflective elements significantly increase the visibility of pedestrians, with reflective fabrics it is visible at night up to 200 meters, in white clothing only 55 meters and in blue clothing, it is only 18 meters. “Reflective material is visible at night three times greater than white clothing and more than ten times greater than blue clothing. At 75km / h, the driver needs at least 31 meters (1.5 seconds) to realize the danger and the corresponding reacted in a way, “says Besip.

 

Safety reflective elements can be attached to hands, feet, back or backpack. According to experts, however, it is best to place them in places with which we move, such as feet or hands.

 

Prepare reflective tapes

A fine of up to 2500 crowns is threatened from Saturday by pedestrians who will move in poor visibility on the road outside the village and in other designated places without mandatory reflective elements. This stems from an amendment to the Road Act, which will come into effect this Saturday. In particular, the measure should contribute to the safety of pedestrians, who often fall victim to traffic accidents in poor visibility.

 

The obligation to wear reflective elements for pedestrians will apply in poorly lit places, in municipalities especially in places where there is no pavement and pedestrians move along the side of the road. If pedestrians are not marked with reflective tapes or other elements, for example, they face up to two thousand crowns in block proceedings, while in administrative proceedings they are penalized in the range of CZK 1,500 to 2,500. Initially, however, according to the Ministry, the police will not penalize people but will negotiate and distribute reflective tapes and bags.

 

Police, in cooperation with Besip, are also planning to explain to people how to wear the tapes. “The strap should be located on the side facing the center of the road. So that the driver who is coming against me or from behind me can see how far as a pedestrian who goes along the side of the road or on the side of the road,” said Besip boss Martin Farář for Czech Radio.

 

The new facility mainly monitors pedestrian safety. Between 2012 and 2015, 523 pedestrians died on the roads, including 303 at night. Last year alone, 72 people died because they were not seen at night, the Ministry of Transport said. This repeatedly points out that to increase safety, it is not necessary to wear a reflective vest or another bulky reflective element, but even a luminous strip that can be easily removed from the pocket and placed on the sleeve. Reflective material elements increase pedestrian visibility in the dark up to 200 meters.

 

However, the amendment to the Road Act will not only apply to pedestrians. From Saturday it will also be possible to withdraw a driver’s license for half a year for drivers crossing the railway crossing at the time of signaling the arrival of the train. The fine for such an offense has not yet increased, but in the future, it is considered to increase from 5,000 crowns to five times.

 

Municipalities will also have the right to prohibit segway operation either using a traffic sign or by regulation, based on a related degree. The amendment also stipulates that people on these vehicles will be able to ride “at a speed comparable to that of walking”.

 

Safety check for fishing boats in autumn and winter

Masan Happo-gu, Changwon-si, has joint safety checks with related organizations such as Korea Maritime Safety Agency, Changwon Maritime Police Station, and related agencies to prevent the risk of fishing accidents such as the increase of fishing boats in autumn and worsening of maritime damage in winter. Half of the reflective tapes are awkward!

Reflective tapes, which pedestrians should wear under reduced visibility outside the village, do not always perform their function. This is claimed by the Czech Trade Inspection Authority, according to which half of the sold samples do not have the required properties and are thus practically unnecessary. The light does not reflect sufficiently and the driver cannot see the pedestrian in time.

 

“The Czech Trade Inspection Authority inspected 37 reflective tapes, of which 33 violated the law. Most often, it was the fact that reflective tapes do not have sufficient retro-reflective materials,” said Czech Trade Inspection Authority spokesman Frohlich.

 

“The quality difference between the tapes can be up to sixty-fold. If they are of poor quality, then we see the one who moves outside the illuminated area sixty times worse,” said Igor Sirota, spokesman for the Central Automobile Club.

 

The inspectors awarded fines in the total amount of CZK 300,000 for the sale of low-quality reflective tapes. The Czech Post also had to pay. Although it was selling quality but not CE marked.

 

“Of course, we paid the fine with the fact that we claimed the tapes at our supplier. He supplied the correctly labeled tapes and paid the fine,” said Czech Post spokesman Matyas.
