Mandatory pedestrian reflective elements: Better than nothing

In February, pedestrians are obliged to wear reflective vests. But nobody deliberately says what to look like, and there are shops full of shunts.

You would have to live abroad or on Mars so that you do not hear about new pedestrian obligations in the Czech Republic wearing reflective materials outside of the village for reduced visibility. In February, it will go out in a collection of laws and then start paying in 15 days.

In the autumn, the be sip campaign began, this year being sold to half a million reflective tapes, 100,000 bags for seniors and tens of thousands of shining laces for young people. The numbers of victims are really dull since 72 pedestrians died in the dark last year. This is what good foreign experience speaks of, where such a duty has been paid for years, and the number of deaths has dropped very fast. Will this happen to us?

Goes’ company is the market leader in fire fighting suits

Most firefighters in the Netherlands wear a Zeeland firefighting suit. The suits are from PWG from Goes. The company is the market leader in the field of safety clothing. Seventy percent of firefighters in the Netherlands work in a PWG suit.

Dutch market

The vast majority of PWG’s production is intended for the Dutch market, but the safety clothes also regularly cross the border to, for example, Saudi Arabia and Luxembourg. In Zeeland, only the corps of Thule, Vlissingen carries no suits from PWG. The design is done in Goes. The production takes place in Poland.

Innovation is the strength of the company

In order to maintain the good position in the market, new clothing is regularly designed, such as the gas overalls and a new fireman’s suit that can be worn during wildfires which have high light reflective tapes. The ‘forest fire suit’ was developed together with the fire brigade of Zwolle because forest fires are increasingly taking place and the normal fire suits are too heavy and hot to work all day long. Special gas overalls to ensure that the gas mechanic does not get gas in his overalls.

Fair-trade

Being distinctive is one of the spearheads of PWG because that is also why the family business maintains its good market position. That is why brother and sister West veer chose to work as a sole company in the Netherlands with Max Have lair fabrics in order to be able to use the Fair-trade quality mark. The organic cotton cannot be used in all clothing, but the reflective vest is made for a large part of it.

A safety vest with built-in LED lighting

“I thought it would be even more convenient to wear the LED light on my clothes. Then I would have enough light everywhere, “says Dickens. At the kitchen table, he further developed his idea of a safety vest with built-in LED lighting.

The project gained momentum after Sickens spoke about it on a birthday with a firefighter present. “He said that they had been looking for something like that for years. Reflective vests are only visible when light shines on them. ”

Sickens received business and financial support from his father-in-law and his business partner. The first fifty luminous reflective safety vests were for the Rotterdam Fire Brigade. Without any marketing campaign, new applications came in from, among other things, shipping and road construction.

The 30-year-old entrepreneur is aware that his idea is actually very simple. “But it was not there yet and there is a lot of demand for it. Just like the paper clip. “He now has a patent and patent on the light vest.

The vest has a rechargeable battery that is fully within two hours and the LED light burns for 100 hours. Despite all electronics, it weighs only three hundred grams. According to Sickens, the vests, which are made in factories in Tilburg and Niemen, cannot be destroyed. “LED lighting lasts sixty thousand hours and we give a two-year warranty.”

The company has 69 different versions in the range, which can be washed out thanks to a special coating on the electronics. “The color of the vest, reflective tapes and the placement and color of the light differ,” says the young entrepreneur. “For staff who have to crawl through sewer pipes, there are vests with shoulder lighting so they always have enough visibility. Vests for crane operators have red lighting so that they can be clearly seen from the ground. ”

The vest meets almost all known safety labels. Only for the petrochemical industry. Strict requirements apply in that sector. For example, the vest must be explosion-proof. Sickens expects to have this quality mark in early 2018.

Wear reflections

Although the autumn has just begun, the aura has not been conducive to walking for a long time. Rain and falling faster and faster is a recipe for deducting a pedestrian every autumn and fall season.

Each of us is obliged to have reflective materials outside the built-up area, but it is also worth thinking about in the city. – There are places where pedestrians often just cannot be seen. A perfect example is Kosciuszko Street. There are lanterns there, but there are also many trees that cover both light and pedestrians. If someone stands at the pedestrian crossing, it’s hard to notice him from the car, and when it rains, it becomes invisible. You have to have your eyes to the wheel – says Lessen.

From the beginning of September, policemen have been appealing to pedestrians with caution wearing reflective vests. In the vicinity, there was a fatal deduction of a pedestrian. He passed through the A4 motorway. Without reflective elements, the clothing was completely invisible to the drivers. – Pedestrians as so-called unprotected road users in the face of speeding vehicles are defenseless. An accident with them involves extremely serious consequences – says Mariel Kowalski, KPP spokesperson.

It also reminds about pedestrian duties on the road: – You should wear reflections, especially at dusk, when the visibility is worse, and the dark colors of the clothes cause that the pedestrian is noticed by the driver until the last moment. Pedestrian equipped with reflective tapes for the driver is visible from a much greater distance, which allows for an earlier reaction – he adds. It’s a good idea to set up a reflex and take care of your safety.

You can get a fine on Saturday without reflective vest

Actor Zen Vera also participated in the campaign for greater visibility of pedestrians on the roads. From Saturday, pedestrian reflexes should be mandatory under certain conditions.

Pedestrians should quickly prepare reflective vests, ribbons, reflectors or other similar accessories. On Saturday, a law will begin to apply, according to which people will have to wear such aids whenever they move in low visibility on the road outside the village. The Ministry of Transport thus wants to reduce the number of people fleeing. Two thousand crowns are subject to a fine.

“To wear a reflective vest is a responsibility for pedestrians when moving out of the village under reduced visibility – not only in the night, but also in the clouds, fogs and the like – on the roadside or on the edge of the road in a place not illuminated by public lighting, “The Ministry of Transport said in a press release.

He wants to achieve a reduction in the tragic number of people fleeing, when the victims have paid for not being able to see the road well. Between 2012 and 2015, 523 pedestrians died on the roads. “Only 72 people died in the past year that was not seen at night. Suitable reflective clothing can save many lives. Seeing and seeing is the basic rule of road safety, “the Ministry urges.

Boundaries between life and death are 200 meters! Be on the road! The driver, who meets the walker in black at night, thinks he is about 18 meters long in an adequate response, which is less than a second at a speed of 70 kilometers per hour. If the pedestrian is wearing a reflective element, the driver can recognize it for up to 200 meters.

The law does not specify exactly what a pedestrian must wear. It certainly does not have to be a reflective vest, just any add-on from a reflective material of distinctive color, ideally for example a reflective strap placed on the leg or hand. Reflective elements that are part of the garment are also sufficient. Separate accessories can be purchased for a few tens of crowns, for example, in stationery or sports outlets, trams or petrol pumps.

The Ministry of Transport recommends wearing such a reflective bracelet, for example. You can find it in stores for sporting needs. The Ministry of Transport recommends wearing such a reflective bracelet. You can find them in stores with sporting goods.

In the event of a breach of this law, the fine in question will be up to two thousand crowns. “Instead of imposing sanctions, police patrols will rather talk to people and give them reflective tapes and bags to prevent the law from breaching the law and moving safely on the road,” the ministry said.

The news is part of the wider amendment to the so-called Road Act, which the Chamber passed last year. Some opposition politicians have criticized it as limiting, but transport minister Dan has resisted not wanting to chase pedestrians, but to protect their lives. BESIP then organized a campaign titled “Do We See?” in which it highlights the need for increased pedestrian visibility.

Pedestrians must wear reflective vest on road

From now on, pedestrians outside the village must wear reflective vest in darkness and reduced visibility. It is regulated by an amendment to the Road Traffic Act. If the reflective element is not part of the clothing, it is sufficient to have a special self-tapping tape. It is possible to buy those around thirty crowns.

A night walk along the road from village to village is a bit safer. If a pedestrian follows the law and he will has a reflective accessory on his clothes. If he did not, he could be fined. “There will be a fine of CZK 2,000 in the block proceedings for this offense. If the administrative proceedings were conducted, there is a fine of up to 15,000 crowns, “says traffic police Tomas.

There are a number of reflective tapes. “Probably the so-called reflective tapes that fit into the wrist or ankle area are probably best. There are of course different backpacks on the backpacks, we can also take a reflective vest as such. However, I have to realize that any reflective element I place on myself must be visible to all other participants around me, “explains Bissau chief Martin. In practice, this means that the reflectors must be visible not only from the front, but also from the side.

“Since 2012 more than 500 pedestrians have died on the roads, of which 303 at night. Last year, 72 people died and were not seen. A good reflective material can really save human life,” said Transport Ministry spokesperson Tomas. “ From abroad, we can see that where there was a lot of promotion and it was a law, it is Slovakia, for example, significantly reduced the number of fatalities,” he added. Accidents for impaired visibility are at least 100 meters away from human settlements.

Dark clothing could also play a part in the tragedy

The tragic accident, in which two lives were extinguished, moves emotionally in a wide region. On the main road line Kaolin – Prague, near a petrol station near Pesky road there was a passenger car with two pedestrians who are not wearing the hi vis vest. According to unconfirmed information, it should be a married couple. After the collision, the man was dead, the woman, despite the care of the rescuers, eventually succumbed to her injuries.

This was confirmed by Petra, a spokesperson for the Central Bohemian Rescue Service. “The first person suffered injuries incompatible with life; unfortunately the doctor could only declare death. The other person rescued the rescuers for several dozen minutes, but despite all efforts, it did not succeed, “said the spokesman. Cologne firefighters intervened on site to illuminate the scene of the incident, and tried to provide psychic assistance to the driver of a passenger car together with a post-traumatic care team.

Only during the night, the victims of the accident were able to identify. “It was a 66 year old man and a sixty-five-year-old woman,” police spokesperson Martina said.

The huge misery has become a topic of many discussions. “It is a misfortune on all sides, including a driver who has been devastated all the time, and perhaps the pedestrian may not even have a chance to see it in time,” Stanislaw, for example, left.

According to him, he was completely hungry when he realized that he was passing by a gas station shortly before a fatal accident. “But it was a little light,” he added. Just around the visibility of pedestrians is now a great debate among people. According to unconfirmed information, both pedestrians who were killed in Pesky road should be in dark clothes and without reflective tapes or other signs that would make them darker in the dark. Therefore, the police again appeal to pedestrians and cyclists not to underestimate visibility.

The cause of a number of traffic accidents is insufficient visibility. With reduced visibility, pedestrians are, of course, the most vulnerable. Drivers who have injured a pedestrian or a cyclist agree that they have not seen it at all or too late. Cars and motorcycles, as well as cyclists, are obliged to shine, pedestrians do not have such an obligation. For their greater safety, however, pedestrians and cyclists would have to use reflective materials in particular. It is recommended to motorcyclists. “It also happened to me that I was glad to avoid the unlit cyclist. In addition, when I called him out of the window, where he had light, he screamed at me vulgarly, “one of the drivers described his unpleasant experience.

Turn on the reflective tapes and wear them elsewhere

The obligatory reflective tapes have already informed that must be carried on Saturdays by pedestrians on illuminated roads outside the village. The police even distributed hundreds of thousands of reflective strips on sleeves or trousers across the country.

Even though the tape measures 37 centimeters inches, sometimes it can be useless. At least during this time of year, reflective elements would fit the most. For a person who logically takes a warm feather jacket into cold weather, the tape is short. Over the arm where it would be most visible, you simply will not turn it on. The Ministry of Transport recommends wearing reflective tapes on both legs and hands. Strips handed over by the police cannot be turned on even through the calf. Better, it is just above the ankle, but it is also problematic in this area over the ladies’ boots.

Similarly, with magnetic strips, they wrap around themselves after swinging on their hands. They are even shorter, measuring 32.5 centimeters. Easier than on the arm, it will snap to the forearm. When you get the tapes on your hand, there may be more trouble with them. “I have a tape by reflective material, I got it from my friend, and I wear it regularly. I am going to get her over my sleeve, but it is true that she falls or slides down, “one of the readers told her,” I’ll try to get some better, especially to keep it, I’ll definitely wear it, “she added.

The police handed out 100,000 straps last year and another 250,000 of them are giving away this year. They are also available in stores, variants, and sizes. “Today we have only the shorter ones, we’ve had longer, after the bigger demand, and so we had to order them. Interestingly, people are asking a lot about these elements, “they said in a shop for sporting goods in Street, where they sell reflexive tapes in several colors, thirty crowns in one piece.

Other reflective elements were discovered by Deink in the stationery on the square. The packing of two reflective tapes in different colors cost 26 crowns, and there is a sufficiently long tape, which, in addition to the radiant color, contains several integrated lights that can be switched on and off. It costs 69 crowns. “These reflective elements have been bought in the last few days,” they said in the shop. Color tapes are offered other sellers, for example, in the department store in the square they had one for 19 crowns on Tuesday. Increasingly, these protective elements appear on clothing. The sport jackets and sweatshirts are becoming commonplace; of course, they are also placed on backpacks for children, school bags, and most of the backpacks, and bags.

Be well visible at night, avoid injury and fine

For pedestrians there is a duty to be safely seen when walking along the roadside road outside the village. Just a few reflective elements can save your life. See and mainly be seen. This is the motto of the amendment to the Act on Road Traffic, which has brought many changes since Saturday not only for drivers but also for pedestrians. From now on, they would not have to come out of the village for a reduced visibility in a place that is not illuminated, without a reflective element on clothing. Otherwise, two thousand shall be taken from the wallet, in the administrative proceedings up to two and a half.

Many tests have shown that the character in dark clothing is visible to the driver of the arriving vehicle at only 18 meters, in white clothing already 55 meters and with a reflective marker already at 200 meters, which is enough distance for a safe escape maneuver. The novel of the law is also welcomed by the young driver, who has met the “invisible” pedestrians countless. “I think the introduction of the reflective elements is the right thing. I have seen myself several times that I was a pedestrian at the roadside almost overlooked and I have something to do to prevent it from happening, certainly thanks to this obligation to prevent accidents, and even the pedestrian is taken as a legitimate road user, so it should bear the consequences if it causes something, “he thinks.

Police officers have been focusing on pedestrian awareness since autumn 2015. Since then, unmarked pedestrians have dealt with more than 100,000 reflective tapes. The Tabor police officers took part in the nationwide “We see” preventive action, for example, on February 11, when they handed a bag with reflective stripe and reflective tapes to passers-by at the Kurland shopping center. Although the amendment to the law came into force already last Saturday, the unmarked pedestrians still do not have to be scared yet. “It will be a misdemeanor, but we will still be explaining to the pedestrians why we need to wear reflective tapes and if we still have some of them, we will continue to distribute them,” South Bohemian police spokesman.

All pedestrians, however, recommend that they take care of their safety and wear reflexive elements in cities where there is poor lighting, driving cars and cyclists. One has to shine and the other light to reflect. For pedestrians walking along the left side of the road, it is ideal to wear a reflective ribbon on the right hand or foot, which will be directed to the road and an anti-traffic car, will illuminate it. “It is necessary for the pedestrian really to go to the left, so that the passing driver does not shine in his back but in the face. Cyclists would ideally have tapes on both ankles. The belt not only holds the trouser legs but also has the advantage of being seen from all sides,” explains Mimosa. You do not have to invest in the various reflexes if you already own some sportswear or neon-colored shoes.

BESIP distributes 100 thousand reflective tapes by April

Prevention is also targeted at BESIP, which is part of the Ministry of Transport. “Together with the BESIP shelf, reflective vest are distributed to people for free. Since the beginning of the year, nearly 15,000 have been donated. Furthermore, the Czech Tourists Club will give 10 thousand reflection elements, for example. At this year’s Moto salon in Brno, 10 thousand will be handed out, “said Tomas Neola, spokesman for the Ministry of Transport.

During March and April, BESIP plans to hand out 100,000 of these items.

From the new duty of shining, some municipalities also promise to limit prostitution. The women waiting on the road tend to refuse to reflex reflective tapes. “We believe there will be more controls and the presence of the police discourages potential customers from stopping prostitutes,” said MF DNES deputy mayor in Nomo Robert Vanes.

For example, in Vipers, prostitutes now control more. “In our cadastre, we stand on the outpost to the border where we can use the controls. I see another sub-lever in that, “said Peter Majorly, Chief of Police at the local police.

The police presidium, however, claims that its people are not specifically targeted at prostitutes. “As a rule, the police do not as a rule investigate the reason for the pedestrian on the road during his / her activity in relation to road safety. It is important that the purpose of the law is met and that the pedestrian is sufficiently visible to other road users. The purpose of this legal regulation was certainly not to fight prostitution, but to make pedestrians more visible, “added the spokesman Josef Boca.
