Operation “Well seen together”: what security for cyclists

In association with the General Insurance Agents and with the support of road safety, France Bleu Saint-Etienne Loire offers a special day “well seen together” this Friday, October 27th. The opportunity to question is the safety of cyclists in Saint-Etienne.

The transition to winter time takes place this weekend. It is synonymous with a significant increase in the number of road accident victims, especially among the most vulnerable, pedestrians and cyclists. Indeed, the night falling an hour earlier, pedestrians and cyclists are less visible because of this lack of brightness. AGEA and France Bleu are therefore organizing a “Well Seen Together” prevention campaign and offer our listeners a visibility kit including: a yellow reflective vest with reflective stripes, a yellow backpack with reflective stripes, a reflective bracelet, adhesives to stick on bicycle frames. What security in Saint-Etienne?

Good visibility is not everything. For good cycling, especially in the city, you need bike paths. And obviously, in Saint-Etienne, it misses a little. It is enough to settle at an angle of the place of the Hotel to realize the problem. First there are very few cyclists. And most importantly, they do not know where to put themselves. The first rolls on the tracks of the tram, the second on the sidewalk and Miguel, a young student, are down from his bike! So Miguel often finds himself, like others, on the tracks of the tram, yet forbidden. And it’s not just downtown that’s a problem. Pierre-Yves has been pedaling for 20 years in Saint-Etienne, but it’s been a long time since he ventured on the boulevards: “The cycling network of Saint-Etienne lacks continuity, for example on the boulevards, there is only fragments of bike paths, without continuity we have to go down often on the roadway.” With all that, Saint-Etienne is one of the biggest French cities in the field. Only 0.9% of the working population moves by bicycle in the Loire against almost 4 in Isere and even more than 6% in the Bas-Rhino.

 

And the town hall does not seem to really take the problem seriously. First, the physiognomy of the city is what it is. “We are not going to drop the buildings to widen the streets of the center”, assistant in charge of the town hall of Saint-Etienne. Then, the city has created 18 new kilometers of bike lanes for two and a half years thanks to the zone 30 in the city center, but these are not kilometers of protected bike paths, they are the famous double-senses that do not please cyclists without high visibility vest… Saint-Etienne does not want, like other cities, to deter cars from entering the center. “There is no question of reversing the balance of power between cars and bikes; it is not up to us to encourage people to take the bus, their feet, their car or a bike.”

 

Road safety: pay attention to the accident

The over-accident is the cause of many deaths on the roads each year. This double drama can be avoided by respecting the safety instructions, in particular that concerning the wearing of the yellow reflective vest.

 

On the Internet, the Gendarmerie reports two recent events to raise awareness. Last week, in the Nerve, on the A77, a heavy truck came crashing into a van of gendarmes of a Road Safety highway platoon, but also a van of the interdepartmental direction of the roads. Two facts not so different: in the event of an accident, it is imperative to remain vigilant and respect the instructions of road safety, the wearing of the fluorescent vest, the setting up of the warning triangle, the list not being exhaustive.

 

 

Bulletproof vests and heavy helmets for firefighters too

It is the air of the terrorist time, the violence of the moment and the national direction of the civil security which advises it. The investigation is nevertheless far from complete. Was the security assistant able to receive cocaine in exchange for his services? This is a question, raised before the investigating chamber on Thursday morning, which will have to be purged.

 

This young policeman in reflective vest has already made a lot of talk about him. Never outlawed, he has already gone to Discipline Committee. Driver license, safety vest and warning triangle for car

If Article R. 234-7 of the Highway Code requires drivers to “justify the possession of a breathalyzer, not used, available immediately”, nothing sanctions it. The spare wheel and the repair kit are not mandatory. Rest assured, you do not need to have a warning triangle… especially if you do not have the necessary storage space.

 

The reflective vest is mandatory, whether you wear it or it is stowed. The driver of a “vehicle with two or three motorized wheels or a motor quadricycle without bodywork must have this vest on him or in a storage of the vehicle”, approves article R. 416-19 of the Code of the road. Wearing the helmet -with a chinstrap closed-is mandatory, as is the seat belt. You expose yourself to a withdrawal of three points and 135 Euros fine. Your helmet must be homologated and must have four retro-reflective stickers.

 

Approved gloves are also needed. In case of forgetfulness, you expose yourself to the withdrawal of a point and to 68 Euros of fine -or 45 Euros if fast payment-. Cyclist, you must have a fluorescent vest. The port is mandatory out of town, at night or in case of insufficient visibility. Children under 12 must wear a helmet. In case of non-compliance with this obligation, “adults carrying or accompanying children may be punished by a fine provided for the contraventions of the fourth class” (a fine of 135 Euros reduced to 90 Euros if you pay right away).

 

Your bike must have lights, yellow or white at the front and red at the back. A buzzer, which can be heard at least 50 meters away, is also necessary. In case of absence, you risk a fine of eleven Euros.

 

 

Safety vest keeps construction site safer

These services are on the road in the city

Crimes have always existed. In comparison, the police with safety vest are a modern creation. Once, in the middle Ages, it was a matter of citizenship to muck up tragedy. At the same time, more and more security personnel in safety clothing are bustling on their streets and alleys, in their tunnels and trains. The city’s new security service is only the most recent example of a variety of protectors, which seems increasingly confused from the outside. Who is responsible for what? Who can do what? And: Does Munich need so much security?

 

The cool look at statistical data should not obscure the view of destiny. Nevertheless, soberness is advisable in heated times. The facts say: Munich was and is the safest city in Germany. And secondly, Munich is becoming safer. In 20 years, the number of crimes fell by 15 per cent. Also the number of violent crimes is declining, twelve percent in ten years.

 

Even if one of the gruesome amok run at the Olympia shopping center in 2016 is particularly painful in the memory, the shots at a young policewoman last week, or when one thinks of the death – such controversy is not a new phenomenon. The latest example is the “municipal public service” of the city, KAD for short. Service car: Warning vest is now mandatory

If you are caught without reflective vest, you will have to pay 15 Euro of warning money from tomorrow (1 July). In addition, there may be problems with the insurance in the case of accidents.

 

Whether it is red, yellow or orange: starting tomorrow (Tuesday, July 1), the warning vest becomes mandatory in every car – even in rental cars and company cars. However, this news has not yet spread: 42 percent of the Germans do not know about the new regulation, just as the voucher portal deals.com in a survey. The inadequate preparation of German drivers could also be attributed to the fact that 41 per cent consider the need to be unnecessary. This can avenge itself: starting from 1 July threat of 15 Euros, which in the case of the absence of a vest must be paid. If you do not wear safety vests at the place of the accident, it may be that the insurance does not pay.

Children master school path without the “parent taxis”

Until 29 September, children should be given more safety in road traffic, self-confidence should be encouraged and the daily traffic collapse in front of primary schools and kindergartens should be counteracted. During the days of the event, all pupils are called upon to master the way to school without “parents’ taxis”. The same applies, of course, to all parents or accompanying persons.

 

Students meet at three stops

To this end, the Bickered has considered a very special concept: there will be reporting stations at three fixed “breakpoints” in the vicinity of the school. There, all students who are on foot can pick up a registration stamp every morning. The wearing of a safety vest gives even an extras stamp in the specially prepared bonus card. At the end of the campaign, the school class can collect the most stamps and each class has the chance to win one of the three coveted class winners’ cups.

 

Support by teachers and parents

“Thanks to the support of the entire teaching staff and many parents, we are able to carry out this great activity,” says Angelika, the school’s vice-president. “It is very important to us to counteract the daily traffic collapse before school by means of active prevention measures.

 

This is the ideal opportunity. Especially in terms of safety for children, so many cars are a high risk to the day-to-day schooling, “the Rector reports.”We hope that as many students as possible will be able to take part in the school path and have fun on foot after these days.”

 

With certificate and medal
