Buy a reflective vest or jacket, the driver of the vehicle can in almost any auto parts store or workwear. The minimum price for a vest is only one hundred rubles. At the moment, recent legislative innovations have not played a role in raising the prices of such products. Therefore, for the time being, the price for them is quite acceptable, and there is no shortage in retail outlets. Some try to make vests or jackets on their own, stitching reflective fabrics on ordinary clothing. For pedestrians, this will be quite enough, but hardly for drivers.

 

Firstly, it is not very convenient. After all, have to spoil the clothes.

 

Secondly, in the case of independent production, neither a vest nor a jacket with reflective elements will in any way correspond to accepted state standards. Namely, the relevant paragraph of the Rules of the Road is based on them. Therefore, only the reflective clothing that is manufactured by an industrial method and complies with accepted GOST is applicable for drivers. Experts predict that in the near future, prices for reflective vests and jackets will soar, increasing by several times.

 

After all, before the entry into force of the law is still almost three months. Therefore, some drivers still save money until such time as wearing such accessories will not become the legislative norm. Presumably, it will be in mid-March. Added to this is the fact that many Russian car owners simply do not use their vehicles in the winter. This is especially true for the northern regions of Russia. Yes, and the celebration of the New Year does not contribute to the acquisition of driver’s gear, better prepare for the holiday table. Therefore, a surge in demand for reflective clothing is still ahead and is projected in the early spring of the next, 2018. The most pragmatic drivers buy it today, explaining that they do not want to subsequently pay two or even three current prices. And the most-most practical Russian car owners have long been acquired and at the same time using reflective vests and jackets. Virtually every trucker has similar clothing that hangs in the driver’s seat or lies in the glove compartment of his truck. Incidentally, the SDA does not establish a clear storage location for a reflective vest or jacket. They can be put under the seat, in the glove compartment or in the trunk.

 

Legally, such moments are not considered. The main thing is that everything is used for its intended purpose and meets the established requirements. But, leaving the car, the driver will have to walk a few meters to the trunk, which can be fatal for him. A reflective vest should set off a person against the surrounding dark background in the headlights of a car. One of the requirements that apply to light-protective elements on such clothing, is their visibility from a distance of about 600 meters. Naturally, each car lights are different. In this case, we are talking, of course, about modern high-beam headlamps. The weaker the headlights of a car, the lower the distance you can see a person in reflective clothing. The minimum distance from which a person in such equipment should be noticeable must be at least 150 meters. Much also depends on weather conditions. For example, fog, snow or rain significantly reduce the visibility range for drivers. This should be considered. Experts advise, in addition to light-reflecting clothing, to have in their hands or on themselves a source of electric light, while it is very desirable that it be red. After all, it is the red light that automatically increases the attention of the driver.

What and where reflectors sell

The proposed range can be divided into two parts. The first – ready-made flickers in the form of icons under the original name “Reflective”. Various options are offered: a green man figurine, a soccer ball, butterfly. Restless children hooligans may be interested in products in the form of a skull. Little is issued from the total number of non-child version of the “four heels in one bed”. Probably for high school students.

 

A small minus of the light reflectors – fastening in the form of a chain. It can be attached to the backpack strap, bag handle. But to find a place for mounting on clothes is more difficult, you have to show a little imagination.

In any case, it’s not worth waiting until the state thinks about you and forces manufacturers to produce clothes only with reflective fabrics. Everyone should think about their own security.

When should you have reflective elements with you?

The statistics published by the Police Headquarters, the European Transport Safety Council and PZU are shocking. Poland is still in the infamous leading country with the largest number of accidents involving children. For years, one of the most common reasons for deductions, often fatal, small pedestrians is the lack of visibility. One way to improve safety is by wearing reflective vests. When it is necessary to have them with you?

 

“Cat’s eyes”

Under the colloquial term “reflections” are all items that have been made of reflective material. The most commonly used reflections have the form of inserts in clothes (for example, a belt on a jacket or trousers) or easy-to-fasten key-rings or bands. As the policemen explain, reflective fabrics may be objects attached to clothing, headbands, vests, and leashes. It is important to place them: the reflectors are recommended to be placed at the level of knees, hands, around the center of the chest and back – then we will be sure that they are clearly visible to other road users.

 

The first reflections appeared on the roads in Great Britain before the Second World War. Their inventor was the owner of a road repair company – Percy Shaw. Apparently, to create a gadget that will save an infinite number of pedestrians over the next few years, Shaw was inspired by the cat. Coming from the night, Percy almost hit the path of a four-footed dog. The roofer was rescued by the fact that the driver saw his glowing eyes in the dark at the last moment. The event inspired the entrepreneur to create a reflective element that would improve safety on an unlit road. At the beginning of 1934, the Show developed “cat’s eyes”. They were 4 glass reflecting beads, mounted in a rubber housing, placed in a cast iron dome. “Cat’s eyes” were not worn by pedestrians, but placed on the road, but their creation gave impetus to the creation of later reflections for pedestrians.

 

Wearing legally regulated

 

Although in Poland the need to wear reflectors has been said since the 90s, it was only recently that having reflective elements became mandatory.

 

Pursuant to the amendment of 30 August 2013 of the Road Traffic Act, all pedestrians, irrespective of their age or height, driving along roads outside of built-up areas at dusk, must have reflective elements. Before the change from five years ago, this obligation concerned only children who were under the age of 15.

 

Do we always have reflections outside built-up areas? Theoretically not. According to the letter of the law, when walking on the sidewalk, the road intended only for pedestrians or in the area of residence, we are not threatened (no more than three thousand zlotys) by a lack of reflection. Nevertheless, experts recommend having reflective elements. Even during the day, pedestrian columns must be marked with reflections (in the column with a length exceeding 20 m going to the left in the front and at the back are obliged to use reflective elements, in addition, those walking on the left are obliged to carry additional flashlights with white light) or road builders.

Pedestrians and cyclists are so-called unprotected road users

This means that they are not covered like car drivers with bodywork, they do not have seat belts or airbags. Remember that pedestrians and cyclists are participants of the movement – the difference is that in the case of speeding vehicles they are completely defenseless. An accident with them involves extremely serious consequences.

 

The improvement of safety on the roads is a matter of priority for local police officers, which is why officers remind you of a few basic rules.

 

Pedestrian duties:

 

cross the road in places intended for this purpose, and if there are any such places, especially outside the city, be especially careful, never run abruptly on the road. Stand on the edge of the pavement, at least 30 cm from its edge, look first to the left, then to the right and once again left, when the road is free, always go straight along the shortest path, always walk across the road in the green light, when the green light flashes, wait, because the red light will turn on soon, wear reflective vests with reflective tapes, especially at dusk, when the visibility is worse, and the dark colors of the clothes make the pedestrian noticed by the driver only at the last moment. A walking person equipped with a reflective material for the driver of the vehicle is visible from a much greater distance, which allows for an earlier reaction, always walk only the left side of the road outside the built-up area to see the oncoming vehicle.

 

Obligation to ride on the road for bicycles:

 

Art. 33 of the Road Traffic Act obliges a cyclist to use the bike path if it is designated for the direction in which it is traveling. According to this record, if a one-way bicycle path is designated along the road, the obligation to move is only in one direction. Cyclists riding in the opposite direction must move on the road. The driver of a bicycle using the road for bicycles and pedestrians is obliged to exercise extreme caution and give way to pedestrians.

 

Cyclist on the sidewalk:

 

As a rule – you cannot drive on the pavement. The regulations provide for several derogations. Article 26 of the Law on Road Traffic, allows a cyclist to go on the sidewalk when:

 

takes care of a person under the age of 10 driving a bicycle;

three conditions are met simultaneously:

  1. the pavement is at least two meters wide,

 

  1. traffic on the road is allowed at a speed of over 50 km / h (built-up area),

Children up to 7 years old can be transported in two ways: either by cycling in a special seat or children under 10 years old they can move independently by bike, but only under the care of an adult. An adult who looks after a child can walk next to him on the sidewalk or ride a bicycle – also on the sidewalk.

 

Children over 10 years old can now ride their own bike on public roads, if they have their first rights, ie. Bicycle Card.

 

Equipping a bike

 

A properly equipped bike should have one white position light at the front; at the rear one red reflector, at least one effective brake and an audible signal. It is also good to use reflective elements – they can be permanently attached to the bike or placed on bikers’ clothing. The reflectors make us visible, which is, of course, more secure.

 

The road trip is appealing to all road users to exercise extreme caution and comply with applicable laws because when the imagination and common sense are running out of us, it is unpleasant and often tragic.

Only four percent of Vasteras use reflective vests

Last year, Länsförsäkringar conducted a study together with NTF about how many people use reflective vests. In Vasteras, it turned out to be a scary low figure.

A man without reflective vest was injured by a car

The accident occurred on Wednesday morning. The 63-year-old man, the police say, walked by bicycle on the roadside and did not wear a reflective vest.

 

The one who injured him, a 43-year-old man, could not avoid the impact. After the accident, the cyclist lost his life.

 

Road policemen went to the scene and filed a criminal case for murder.

Vest for the little ones

Reflective vests for over three million students across the country. A social campaign called “It’s good to see you” began. Reflective vests were distributed in the city by the Minister of Justice Zbigniew and the Minister of National Education Anna. The campaign’s ambassador is the popular actor Cezary Pazura.

 

“Good to see you” was created for security. In 2017, there were nearly 33,000 road accidents in the country, in which two thousand eight hundred and thirty-one died, and nearly 40,000 were injured. One of the most common accidents was “hitting the pedestrian”. The action “Good to see you” is co-financed by the Justice Fund, administered by the Minister of Justice.

 

Vests protect life

The idea behind the campaign is to increase public awareness related to traffic hazards and real prevention of accidents. It’s about education, especially in children whose health and life is the most important, the right ways to behave on the road. Children must be safe, when they go to school, they return home from classes, leave the streetcar or bus, go through the intersection with traffic lights, ride a bike on a trip. And in any other traffic situation. Regardless of how a child moves along the way, as a pedestrian, cyclist or passenger, it should be visible to other road users. Hence the slogan “Good to see you” and a huge undertaking, which is the transfer of reflective vests with reflective materials to all students of primary schools in Poland. Specially prepared for children, comfortable and aesthetic vests (in several sizes to feel comfortable in them) are practical and above all, the most effective. By reflecting lights with an incomparably greater surface than in the case of ordinary reflectors, they allow the youngest children to be seen in conditions of poor visibility on the road, which protects them against being hit by a car. Soon this kind of vest will get, for free, over 3 million children!

 

Safety through education

The size of the action is caused by the threat scale. In 2017, there were 32 760 road accidents in Poland, in which 2,831 people died, and 39,466 were injured. One of the most common types of accidents was “hitting the pedestrian”. Data concerning children is particularly shocking. In the last year in Poland, there were 2 822 road accidents involving children aged up to 14 years. In these events, 56 children were killed and 3,116 were injured. This situation requires extraordinary measures that have been taken in cooperation with the Ministry of Justice. Just being visible on the road does not guarantee complete safety if the child does not know how to move in traffic. Therefore, the action “Good to see you” is not only 3 million reflective vests, but also a wide educational campaign. Each primary school student will receive a leaflet (with a lesson plan on the back). There will be “7 reflective road councils” – a handy guide for safe behavior on the road. Basic lesson plans on the subject will also be available in all primary schools – for use by teachers.

 

Campaign accessible to children

An equally important element of the campaign is spots and short animated films that will be shown on television and the Internet. Prepared in an attractive and accessible to young recipients form will help shape good habits among children. The point is not to give them only theoretical knowledge, but in practice to show how to participate safely and wisely in road traffic. This is how the spots and cartoons were designed. The popular actor Cezary Pazura became the ambassador and “face” of the campaign.

 

The campaign is to shape the attitude of a responsible road traffic participant. The message is given by four values: – knowledge – concerning the rules of participation in road traffic; – awareness – knowing, in a manner adapted to the age of the recipient, the consequences of non-observance of these rules; – responsibility – understanding that the behavior of a pedestrian on the road not only affects his life and safety but also affects other road users equally; – readiness – being properly equipped (reflective vests with the reflective fabric) and the ability to adapt to changing road conditions; – kindness – understanding that all road users have a common goal: efficient and safe displacement, which is easier to achieve with a mutual positive attitude.

 

Mission counteracting crime

The nationwide campaign “Good to see you” has a chance to permanently subscribe to the public awareness. The project will involve all road users to increase safety on Polish roads. It is also of great importance for counteracting crime.

 

Causing an accident in which another person loses their life or injured is after all a crime. Subject to the liability defined by the Penal Code, and above all extremely dangerous, because it brings often irreversible, tragic consequences. That is why the campaign promoting road safety and shaping the right model of behavior in road traffic has gained the support of the Justice Fund.

Good to see you

The action of giving pupils retro-reflective vests has just started in this district, representative of the Minister of Justice, starts.

 

The campaign “Good to see you”, whose aim is to protect children against road accidents, took off on Monday in a primary school. 370 students received reflective safety vests, which will reach up to 3 million children nationwide.

 

The ambassador of the unique undertaking is the popular actor Cezary Pazura. At the ceremonial inauguration of the campaign, guests of the elementary school students Jan, former Minister of National Education Anna and Minister of Justice Attorney General Zbigniew, Plenipotentiary for the Justice Fund Michal. It so happens that Michal is also a candidate from the Law and Justice party to the regional council of the Silesian Voivodeship. He starts in circle number 3, in which there is… Kunai. On the question of whether the choice of the place and time of the start of the action co-financed by the fund, which he himself supervises, was not inappropriate, the plenipotentiary did not want to answer and he returned to the press office of the ministry.

 

The resort did not answer questions about the choice of location. It only limited the statement that the action “Good to see you” is completely apolitical and has nothing to do with the election campaign” and is organized by the National Day of Life Foundation (headquartered in Warsaw). Her boss also claims that the beginning of the action has nothing to do with local elections.

 

“I do not understand what’s going on. The campaign began where it began. If it started somewhere else, there would probably be some other connotations. For us, the most important thing is that the children have got vests and we do not do anything else.” says Jack, the president of the foundation.

 

Experts have no illusions that the action of giving vests with reflective fabrics to students also had the second bottom. “I hope that, following the changes introduced in the courts, the school in which the campaign was inaugurated was chosen at random. As he emphasizes, the Justice Fund is identified with the candidates of one party, which is why he adds seriously that in such a situation a lot had to be drawn. “And if due to random selection, it turned out that some publicly funded campaign would be started in the circle of the candidate supervising a given program, the lottery would have to be repeated. Otherwise, these are not free elections, but elections in which politicians with the help of public money can potentially influence the election result, which is unacceptable.” adds the lawyer.

 

As Pieter from the Stefan Bator Foundation emphasizes, it is difficult to speak of the violation of the electoral law, because from a formal point of view, the funds of the fund were not allocated to finance the campaign of Michal, only a nationwide campaign.

 

By the way, once again, the question arises about the legitimacy of changes in regulations, thanks to which money from the victim support fund can be transferred not only to victims but also to very broadly understood prevention.

 

“I have doubts whether funds from the fund should be used for such a purchase. Even more questionable for me is the situation in which a politician builds his campaign on giving away public money. This raises the question of whether spending these resources in this school was associated with the analysis of the needs of the local community or rather the need of the candidate for a local politician. And I must assume that the latter. “says Krzysztof, program director of the Foundation. Adding that this is not an isolated case. “It only confirms that there is a lack of concern among the politicians for the common good, and more important of them is a particular interest.” assesses the expert.

Did you break the traffic rules?

The drivers passing through road were given this week by the students of the local primary school with a good apple or a lemon. The first fruit could count on the drivers who rode according to the rules. However, those who broke it had to choose between a mandate and a slice of lemon.

 

In the “Apple and lemon” campaign promoting road safety, the Primary School named after Stefan Pawley. Police officers took part in it: Arturo Saxby and Sergeant. staff. Marci and 4 b students along with their tutors.

 

The action was initiated by Wiseman Pawley, the director of the “primary school” ritual as part of the “Reflective School” competition. Students supervised by educator Wojciech and coordinators of the campaign: Dorati and Iowan prepared banners with slogans regarding road safety. The children were dressed in reflective vests.

 

The joint action of students and the police consisted of rewarding exemplary drivers with a gift – a good apple and a poem: “Dear driver, you have kept the road regulations because you get an apple”. Drivers who did not comply with traffic regulations had to choose between the mandate and eating a slice of lemon. As you can guess, each of the drivers after listening to the instructions from the policemen and the poem “Who does not respect road rules, this lemon gets” with a relief of a slice of lemon handed by children.

 

For students, participation in the action was not only great fun but also an opportunity to look at the work of police officers and demonstrate knowledge about traffic regulations and safe pedestrian traffic.
