Police encourage the wearing of reflective elements

The cycling season started. Cyclists are also road users and, in addition to their powers, also have obligations that they must respect for road safety. Therefore, we remind you of the most important rules and regulations for cyclists on the roads.

Cyclists with pedestrians are so called. Unprotected traffic participants. This means that they are not protected by bodywork, their vehicles are not protected by crush zones, and they do not have seat belts or airbags.

How to ensure safety on a paddock?

The cyclist in the light of the “Highway Code” is the driver and so I every road participant is obliged to comply with the regulations comply with the signs and traffic signals, commands and signals of the person entitled to drive traffic or control traffic. In the case of breach of these rules, it shall be governed by the general rules and may be subject to a fine in the form of a criminal mandate or proceedings before the Court.

It is also important to equip your bike with the obligatory equipment. According to the regulations in force the bike should be equipped with:

  1. At the front – at least one position light of white or yellow,
  2. At the back – at least one red non-triangular reflective light and at least one red spot light,
  3. At least one effective brake,
  4. in a bell or a warning signal of non-repetitive sound

For safety, you should also wear a safety helmet. Police officers also encourage the wearing of reflective elements and safety vest. This increases the visibility of cyclists on the roads and speeds up the response time of drivers. That way, seemingly important details can save someone’s life.

Rights and obligations of the cyclist:

  1. The cyclist is obliged to use the road for bicycles or cyclists’ bicycles if they are designated for the direction in which they are moving or intending to turn. Using the bicycle and pedestrian path, the cyclist is obliged to exercise extreme caution and give way to the pedestrian area.
  2. A child up to 7 years of age may be transported on a bicycle provided that it is placed on an extra seat for safe driving,
  3. Driving a bicycle is forbidden:

– driving along the road next to another participant traffic,

– driving without holding at least one hand on the steering wheel and legs on the pedals or footrests,

– sticking to other vehicles,

It is permissible to ride the bike on a roadside other than a bicycle or moped if it does not impede movement of other road users or otherwise jeopardizes road safety,

  1. However, the use of cyclists from the pavement or the pedestrian road is permitted exceptions:

– She carries a child (child) under the age of 10 who drives a bicycle.

– the width of the pavement along the road at which the vehicle is allowed to travel at more than 50 km / h and the sidewalk is 2 m and there is no dedicated bicycle path and lane for bicycles,

– Weather conditions threaten the safety of the cyclist on the roadway (snow, strong wind, heavy rain, and heavy fog)

  1. The driver of the bicycle, using the sidewalk or the pedestrian road, is obliged to drive slowly, take special care and give way to pedestrians.

It should be mentioned that the cyclist passes only once after the cyclists pass. In order to get to the other side of the road after the pedestrian crossing is obliged to descend from the bike – then leading him, pushing or pulling becomes a pedestrian. Driving along the sidewalk or pedestrian crossing is punishable by a fine of 100 zlotys.

Prohibitions:

– Driving a person in a state of intoxication, in a state of alcohol or alcohol-like action,

– Use while driving from a phone that requires holding the handset or microphone in hand – these prohibitions concern the driver – and therefore also the cyclist.

– At the present moment a person in the state of intoxication or in the state after the use of alcohol commits an offense, which is punishable by a fine of between 300 and 500 zloty, a penalty of arrest or a ban on bicycles.

Adhering to traffic rules, tact, culture and respect for other road users are safety elements that will allow you to move safely not only bikers but also drivers of other vehicles and pedestrians.

The runners ask motorists to take their cars to the point

The technical state of the vehicles worries the popular Spanish runners. And is that poor conservation a risk factor for runners even with safety vest, who live and share with the use of the road network.

This is one of the main conclusions of the Race of the 2016 Workshop. Led by the Association of Workshops of Madrid, whose motto is “For road safety from the responsible maintenance of the vehicle”, includes the updated guide «Run Between cars: tips for the pedestrian runner and responsible motorist »prepared by ASETRA, Stop Accidents and the Macomb Foundation. Each year, more than 11,000 pedestrian crossings and 5,800 traffic accidents involving cyclists are involved in Spain.

Train between well-maintained cars

Running is a healthy habit however not risk free if done close to cars. What do the popular riders think of their habits when training together and sharing motorists with the road network? How do they assess the state of the vehicles with which they intersect at intersections such as pedestrian crossings, exits from garages or traffic lights?

The above mentioned guide lists the most dangerous factors for these athletes when they run alongside the road traffic, either in cities or outside. “Running between cars” examines, among others, the importance of wearing reflective clothing, the convenience of not running headphones and music when approaching intersections with vehicles or the effect on the perception of the risk that fatigue causes on the runners. But, undoubtedly, the most relevant data arise from the survey conducted by the corridors themselves.

– 60% are aware of being a very special type of pedestrian when training in forced coexistence with road traffic

– Many do not aide the minimum precautions to guarantee their safety in intersections like pedestrian crossings, with or without semaphore, and exits of garages. Even those who in two-way ways do not value the importance of moving on the left shoulder

– Most runners in reflective vest still think it’s better to run down the road than on the sidewalk. This is because they suffer fewer joints, although the risk of abuse increases exponentially

– More than 90% are clear that, in case of crossing a vehicle, it must go at the appropriate speed to the track and be in perfect maintenance conditions, especially with regard to brakes, tires and shock absorbers.

Pedestrians have their share of responsibility in road safety

Although it is the drivers who have to take precautions and be aware that they carry a dangerous machine, pedestrians also have their share of responsibility in road safety. And they do not always do. The number of pedestrians who cross inappropriate places or do when traffic lights are red is alarming, and yet the sanctions imposed by the Conceals on pedestrians are anecdotal. In fact, the fines are so exceptional that often the passers-by themselves do not know that their behavior can be penalized. However, it is. The Traffic Law, which was last updated only a few months ago, includes not only the rules of circulation that must be respected by drivers, but also those that must be followed by people walking, as well as the penalties for punishing those who Do not meet

Crossing the street outside the pedestrian crossings or walking along the roadway when there is a pedestrian area suitable for doing so can be penalized with a fine of 80 Euros. That same amount can impose the security forces to those who do not walk by the left outside the urban area or to those who circulate by highway or highway. Meanwhile, skipping a red light can cost 200 Euros. Under the new law, pedestrians are required to undergo alcohol or drug checks if they are involved in an accident or if they have committed an offense. In this case, if the result of these tests is positive, the fine can reach 1,000 Euros, and there will also be a penalty if the pedestrian refuses to submit to the controls. According to data from the General Directorate of Traffic, one in five pedestrians without any reflective vest struck during the year 2014 had consumed alcohol.

Also according to DGT data, between 40 and 50% of the abuses that occur in Galicia are due to infractions of the pedestrians themselves, who often forget that they are the weakest element in the road. Despite this, opinions on the timing of fines are found. In front of those who bet on the pedagogical value of the sanctions are those who believe that, especially if we speak of urban environments, the priority of pedestrians is above all else. This supposes that there was no sanction here, nor is there any provision for it, “explains a spokesman for this Council, adding that it is also not foreseen to make” campaigns to dire the peons, given that the city of Monteverdi is two citizens, and not two vehicles’.

Daniel Micelle, chief of the Local Police of this conceal, thinks that “peons obviously dye to respect the rule and make or dye to do”, but in his opinion “if the drivers pay due attention and moderate speed, this would change shrub. Caquetá of those that we take a car in the man’s we know that we can cater to nail persona, so Mellor raise or foot of the accelerator and pone to as much attention possible.

As in Monteverdi, Orense, a city in which the alarm has been alarmed by the high number of abuses, imposed fines last year on pedestrians for improper crossing. In order to deal with accidents, the Connell and Administrations with competencies in traffic agreed last week to reinforce the presence of Local Police officers in the street and to develop awareness campaigns on road safety.

In A Corunna, a total of 70 pedestrian fines were processed throughout 2015, although only three of them were due to infractions such as not crossing the pedestrian without wearing safety vest and crossing or crossing the red traffic light. The other sanctions concerned the carrying out of invasive activities that endangered people and circulation. In Ferrol complaints are dealt with in serious cases, such as the recent one of a person who did not pass through the pedestrian crossing and that when the agents caught his attention he not only crossed equally, but they lacked respect. In recent years in this city has imposed a fine per year to pedestrians.

Children have the right to safety

At the sports weekend, many parents take smaller or larger children with them. If they see how their descendant is rushing on a mountain bike with wooded hillside, they should remember that they were definitely doing something like that. Where else would the wild blood be taken…?

There are, therefore, a few principles that parents should explore before embarking on adventures with their children.

How to do it-Use safety aids!

Adults should ensure that the child uses all safety equipment: on roller skates and skateboards, elbow, knee and wrist protectors as well as a helmet. The helmet and the waistcoat on the water is required, Cycling helmet, gloves, reflective tapes and reflectors.

Besides buying adult aids, children should check and use them as an example.

The helmet is necessary!

The suspicions that a child with a helmet loses a self-preservation bike do not rely on the truth. They say he does not even protect himself in a car crash. And even you can strangle the tape under your chin. In addition, it is hot and the baby gets sunburn. None of that is true.

The helmet and reflective vest is like a car seat belt. She has already saved life for many cyclists, but it may happen that in some unlikely moments the situation will worsen.

Learn to swim!

It is said that children who are just learning to swim are drowning and are therefore deeper. This is not true, and medical statistics speak the opposite. Basics of swimming will help everyone get warm up at least for a while. In addition, the baby will not cry when his head unexpectedly gets under water, for example, in swimming pool games or jumping into the water.

Do not delay the floating vest!

In water sports, the child must have a float vest. Get on a raft, canoe, or sail. Falling into the water or even overturning the boat is a shock for an adult, let alone a child. The float vest will help with rescue, especially in the first moments when the “float” is brought to the surface.

It is said that under the jeep vest will make it impossible to save. In this one special case, it is true, but without a safety vest, only very experienced water boys attempt to self-preserve in the hopeless situation on a strong cylinder, from which they cannot get other than his underlining at the bottom. But it rarely succeeds.

Don’t forget the reflective elements in cycling season

Police officers in the South Moravian region draw attention to the beginning of the cycling season and encourage cyclists and drivers to take extra caution. “Cyclists should use a helmet that can save lives in an accident,” Becalm police spokesman Kamala told CTK today. With reduced visibility, it is necessary to use reflective elements to see the cyclist, added Hedonic police spokesman Petri.

Every year, police in South Moravia record hundreds of bicycle accidents. “Last year there were 257 bicycle accidents in the region, three cyclists died, and 28 were a child,” said regional police spokesman Petra Verona. According to police statistics, cyclists (along with pedestrians and motorcyclists) on the roads are the most vulnerable. Bicycle rides everyone, but not everyone realizes that when he goes on the road, he becomes a full-fledged road user.

That is why police officers appeal to all road users to keep in mind the increased movement of cyclists on the roads. “It is necessary to count on this and to be mutually beneficial to each other.” Drivers should be anticipating and expecting unusual behavior by cyclists, and people on bicycles should have the right equipment, “said Locker.

More important than a helmet is passive safety

Karat warned that every cyclist should have a helmet and a safety vest. “It is clear from practice that if a cyclist is involved in an accident, he will at best cope with slight injuries.” Although the law imposes an obligation to wear helmets to cyclists under the age of 18, we recommend that everyone should have it, “said Karat.

According to the Interior Ministry, one of four serious cycling injuries is head injuries and half of all cycling accidents are hit by the rider’s head. Most serious bicycle accidents will not happen on busy roads, but on quiet side streets. Therefore, parents need to have a constant overview of where their kids are moving and to see if their children have a properly equipped bicycle and they use bicycle helmets.

The cycling helmet must be of an approved type and must be well clamped on its head – it must not move on its head. Each type of helmet must therefore have ATEST 8SD (product complies with ČSN EN 1078). The helmet protects not only the shoulder and forehead, but also partly the face, the temples and the ears.

Using a helmet is one of the ways to eliminate cycling injuries. According to research carried out in recent years by the British Royal Society for Accident Prevention (ROSPA), over 2,800 cyclists die each year on the roads of the European Union, and another 139,800 are injured.

The risk of injuries to cyclists can be reduced in several ways – safe driving style, adaptation of the transport environment which takes into account the presence of cyclists in the traffic flow, but also the use of quality certified cycling helmets and various protectors and gloves.

ROSPA says that if every cyclist used a cycling helmet, the risk of head injuries would be reduced by 85% and the risk of brain injuries by 88%, with around 600,000 head injuries each year in the EU due to cycling. According to professional medical literature, a concentrated blow to the head can kill the adult as soon as it falls at 11 km / h; even at a lower speed.

Not everyone is inclined to use the heel. According to veteran cyclist Vita, everyday life comes daily to situations where the likelihood of harm to health or life is much higher than when we cycle (for example, walking along the busiest road, stopping at the public transport stop, etc.) and nobody Wear some protective aids. “The business with fear is the easiest deal, companies know it, and most people simply do not think rationally,” believes Vita, who rides a bicycle without a helmet.

Much more important than a helmet and a reflective vest (passive safety) is not only active safety according to him, i.e. how to behave on a bicycle on the road, what to do in no case or when to increase vigilance. “Do not rely on the privilege of crossing the junctions, not to use unnecessarily defensive, to use hearing (not just to see), to be able to see, etc.,” says Vita. These principles are mainly highlighted in children. When parents learn this, they will do much more for their safety than buying a helmet, Vita believes.

Police officers waited in the morning for cyclists

Police officers in safety vest surprise cyclists on one of the busiest cycling trails in the city in the morning. Because it was dark for a long time, patrols were controlled by people running on machines equipped with the necessary reflectors and lights. For three cyclists, the week began with fines.

U Padre Street is a strategic bicycle path for riders heading from Douro to the center of Pilsner. Right here, just outside the city bus stop, where brands order cyclists to dismount from their machines and about 50 meters of bicycle lead, a police patrol appeared at 7:30 am.

The flashlight with a red light in his hand in a reflective jacket is uncompromising for cyclists. He must stop. “It’s a big surprise, at first I did not even understand it was for me. I never checked a policeman while riding a bicycle, “says Jana.

The policeman stopped her, for she did not light the front white light when she was driving. She had a mounted bike on it. Cyclist apologized. She thought she did not need to shine on the cycle path. The rear red light was on when driving.

After a conversation with the policeman, the white light switched on, the police spokesman Hanna received all the stops of the cyclist’s reflective tapes, and the cyclist, with the agreement of the police officers, went on his way to work.

One hundred crowns for missing light

For the first hour police officers fined two cyclists who did not have the lights on the wheels at all. “This is the first time I have to check my bike. It’s one of my last rides this year, I buy the lights in the spring, “said a young man who paid a hundred-crown fine for his bicycle without the rear red light.

After Pilsner they are not afraid of cycling because of their cycling routes. “Maybe it’s done well here around the main move from the center of Pilsner to Prague,” says Marot. Why did the police focus on cyclists right now? The night is lengthening, in the morning it is about seven o’clock, when many people begin to shift, the night is dark about eight o’clock.

Vaclav of BESIP says bicycle lights along with reflectors and reflective clothing elements are now vital to cyclists as well as pedestrians. “Even an ordinary white plastic bag highlights pedestrian drivers for 50 to 70 meters, reflective garment items will alert the driver to 200 or even more meters,” warns road safety specialist.

People pull out a cell phone instead of the reflective tapes

While the reflective element has the property that reflects the light from the car, the flashlight and the cell phone cannot. “Any light, whether from a flashlight or a telephone, is losing in the light of the car,” said Tomas, spokesman for the Transport Ministry.

“In order to fulfill what the law wants, but in order to protect its security, it needs a reflective element. And, of course, it is necessary to behave on the road according to common sense, “added the spokesman.

The advantage of the reflective element in comparison with the flashlight or the phone is that it cannot be discharged. In addition, its purchase is cheaper.

Many people do not even buy a reflective material on their own. For example, it gets from the police or BESIP. They are also present at various exhibitions, fairs or sporting events. Since the beginning of the year, people have received 15 thousand bracelets and by the end of April BESIP plans to give another 100 thousand.

The pedestrian can see the driver 200 meters away

The unlit pedestrian in black or dark outfits is dangerous because the driver usually only sees it at a distance of 18 meters. If it drives at about 70 km / h, it has only a second to respond. Yellow clothing is visible at 37 meters, white at 55 meters. But even that is inadequate.

On the contrary, the pedestrian with the reflective element sees the driver even for 200 meters, thus having enough time to adjust the ride and avoid him.

The tapes in the villages did not work

But pedestrians are often not seen in the villages either. However, the law does not regulate the wearing of reflective elements. “We originally proposed to have to wear under certain conditions in the villages as well. But the proposal at the Legislative Council of the Government failed, “said Tomas, transport sector spokesman.

What is important, however, is that the law is valid in the most risky areas, which are the sections outside the village, because the cars are driving fast and the street lamps are not lit, people without wear safety vest on road is dangerous.

10 rules for safe cycling

Cycling is a fascinating sport that brings us closer to the beauty of nature and benefits the health and psychological well-being. However, it is necessary to think of it, that cycling can be very dangerous. The cyclist is not protected by anything other than a helmet and a possible fall or traffic accident, for it can have serious consequences.

To avoid unnecessary risks, inspire the next part of the series Instructions for cycling. This time we will discuss basic advice department of the Ministry of Transport and Road Safety connect them with the laws of the road. BESIP for easier understanding formulates the principles of safety in cycling Ten Commandments.

  1. Status of the wheel and the gear

Wheel must be properly aligned with two fully functional, mutually independent brakes. Must have reflectors – white in front, red at the rear. The wires must be the two wheels orange retro reflectors, as well as on the pedals. Safety is essential bicycle helmet. Compulsory it must be persons under 18 years, but from my own experience I know that helmet saves lives all age groups.

  1. It is important to be seen

Always wear colorful cycling clothing, preferably with reflective vest. Although the vest does not look aesthetically pleasing, but it overlooked driver of the car, so do not be shy to use it. Especially in low visibility light advantage. Front headlamp must be white, red back, always with the power source.

  1. The alcohol does not belong to the wheel

After use of alcohol as well as other narcotic substances, decreasing reaction time, decision-making ability and impairing stability.

  1. No matter how many kilometers you move, but as you move

Begin slowly by bicycle. Dial the route that you can in case of fatigue slightly shortened. Avoid busy roads and remember that the sidewalk is only for pedestrians, as well as a transition.

  1. Is nothing worse than to think that the bike you gentlemen roads. Remember that even if you see the car, the driver may not see you. In addition, cornering on the roads may lurk spilled gravel spilled fuel, oil or motorist in the opposite direction.

  1. Use all the senses

If you change the direction of travel, be it early and clear sign of arms. Always hold the handlebars and watch the traffic that you drive. Unexpected pothole or channel that passes can cause a defect or crash. Use hearing, bike listen to loud music, not to phone and certainly do not write reports. Everything distracts and reduces handling bikes in crisis situations.

  1. If the road to the right

When driving, keep on the right shoulder. If you go in a group, keep such distances that the car could safely overtake and integrate into the gap. Larger groups are a good split and leave more space between the groups. Beware of parked vehicles that travel around the left – it may be that just the driver opens the door.

  1. Dead angles

Drivers of large vehicles have mirrors much larger blind spot, so often do not see the cyclist. In any case vehicle that left blinker signals the driving out of a parking space or branching.

  1. Lock the ninth round of their

Greater the stronger the lock, the harder it overcomes. Behind the castle is a good idea to pay extra, more expensive ones tending to have a safety case and it is not easy to break. Never lock the bike just behind the front wheel. In most cases, it is easy for thieves to allow the front wheel and take the rest of the bicycle.

  1. Injuries always reports

Failure to provide first aid in many cases criminalized. Collision where the injury occurred, do not ignore. Ask the road police in safety vest or Call the ambulance service by calling 155 or police on the line 158th.

Who does not work shall not eat

Senator Zeeman has on her new billboard slogan “He who does not work shall not eat.” According to critics, in terms of populism and assault is not only on people who do not want to work, but also to those who, for example, for medical reasons, cannot.

Who does not work shall not eat. Quote that hidden pages of the Bible, and who was a popular slogan Communist government under the previous regime, now revived Senator and Zeeman (ODS).

Billboard with the slogan lines Plucky Street in Jawbone. Next to Clean-up rake is Zeeman snow clad in orange reflective vests. According to some NGOs and political scientist is motto “who does not work shall not eat” smacks of populism and generalization.

“Everyone is after all possible that they lose their job, you may have a problem that it impossible for him to work. Yes, there is a certain group of people who want to work, but then there’s a much larger group that wants and we would rather be interested such steps to help get them back to life, society, and not to condemn similar statements, “he said Lukas Rocha.

He said that it is very easy to transfer the problem to a group that cannot defend themselves. “Unfortunately, there are people who hear the password, and politicians know that they can ensure that their votes in the elections,” he added Rocha.

Katarina, which is the site coordinator Faktus.info, which among other things monitors statements by politicians on similar topics, is convinced that such a password is generalizing. “Does this mean that a mother on maternity leave, pensioners, disabled and does not work because we do not eat it?”

“This password only increases tensions in coexistence between the majority and the minority, which is already problematic. Apparently it is targeted at a particular group of people of a particular ethnic group, people whom politicians today talk about a maladjusted. But even for them, after all, the same laws as the majority society and social benefits are the same way as we do, “added Ropak wear safety vest.

According to her, there are always similar statements before the election and especially in certain regions such as the north of Bohemia and Moravia. “Politicians know that this is a topic that can bring them political points,” said Ropak.

“It’s a kind of populism. It is certain folk wisdom. He turns to the people and tells them that those who contribute to the joint work, and does not deserve any reward to be a member of our society. Once, this motto made famous by Anton a former union boss, “said Broil.

“I would not do it but of great science, and I do not attach greater importance,” said the political scientist.

“Today the market is so busy that it can work even one who does not. Perhaps by attacking critics for a group of people who do not want to work, but I do not care. But I have no constitutional obligation to feed people who do not want to do. Let them live on their own and do not annoy those who walk to work properly, “said Zeeman.

“She’s been gone some time before seven years ago, when some regions crashed in a factory and did not work. Today there are jobs for two or three hundred thousand people, “said Zeeman.

Senator presenter laws on public service, the collection centers and the benefits for housing. “Social benefits essentially corrupting an entire generation of people who do not want to go to work. Children see that Dad is rolling at home mom. So decode ninth grade and then what would bother. Twenty, thirty hours a month to work in public service is not so bad after all, and those people will develop some social habits, “says Zeeman in high visibility vest.

Safety requirements for drivers in European countries

Vienna or Geneva Convention does not provide for you when traveling by car across Europe will only need the Czech mandatory.
